Hi all This brief article appeared in Lawyers Weekly - Friday 10 May 2002 (p4) and may be of interest to you all. It seems Britain needs to update its antiquated animal protection legislation as well! It's good to see that animal welfare in on the minds of some politicians! " Possibly motivated by the inspirartional tale of Simba, the US chimpanzee who won the right to legal representation in his battle to be spared from the laboratory, a British MP has introduced a proposal seeking statutory enactment of animal rights. Dubbed by many as 'a Bill of Rights for pets', the new rules may see owners prosecuted if they fail to provide their animals with essential care such as adequate food and water, enough space and companionship.> Environment Minister Elliot Morley believes that under the proposed legislation Britain's estimated 7 million dogs, 8 million cats, 2 million rabbits and 650,000 horses will be better shielded from cruelty because of the 'prevention' factor. He said that while both the police and the RSPCA received numerous complaints, there was nothing either could do until the animal " was actually suffering " . Morley will outline the proposals to Parliament in the course of the coming weeks, in an effort to 'beef up' present animal welfare legislation that dates back as far as 1911.'
