Animal Refuge Kansai " The number of dogs and cats brought to our facility for economic reasons has been on the rise, " said Elizabeth Oliver, founder of Animal Rescue Kansai (ARK) in Nose, a suburb of Osaka. At the same time, the amount of money donated to ARK and other Japanese animal welfare organizations has declined.
