On an average 50,000 people are bitten by dogs every year, reports Shanghai-based Wenhui Daily. The number of pet dogs in Shanghai has increased, and so have unlicensed dogs. These dogs' excreta soil public meadows and their barking disturbs neighbours. Shanghai will implement stricter rules for pet management; banning walking of dogs in public places being one of them.
