In relation to the action itself, I believe it was in response to a meeting we had with Chinese officials and are following up to see how things can be progressed. In that context, it's a very small step in the right direction, but needs a lot more work and encouragement to get things to the stage where welfare legislation can be implemented and action taken across the board.
