I first want to thank you for increasing the Interior Department's fiscal year 2000 request for rhino and tiger conservation to one million dollars. Your strong support for these species is deeply appreciated, as laws are not enough to protect them. They need adequate funding. However, it is of grave concern to me that the actual congressional appropriations will likely fall far short of your request. In your budget negotiations with the Congress, I urge you to hold the line for these magnificent animals and push for the full million-dollar appropriations request. The additional funds you requested are urgently needed for conserving protected areas, preventing poaching, monitoring populations, translocating animals, and mitigating conflicts between animals and people. Without your help, the future will be especially bleak for tigers, with fewer than 6,000 animals estimated to remain in the wild. And, although once found in large numbers throughout Asia and Africa, the world's five rhino species now number less than 14,000 animals in the wild. Please do all you can now, before it is too late.
