Crimes committed by the mentally ill make up a tiny minority of crime in this country, they just end up in the news more frequently. Don't fall into the trap of equating mental illness with dangerous behaviour, it is extremely rare for this to be the case. Secondly, if there's one case were severe punitive measures should not be taken it's with people who are unable to make reasonable judgements due to mental illness. They need treatment and to be withdrawn to a safe environment for the protection of society. As soon as we start punishing people for suffering illness we are producing nothing of benefit and compromising compassion for the sake of self satisfaction.
