Having been involved in animal rescue for a number of years, I can attest to how important the passage of these kinds of ordinances will be to both animals and taxpayers, especially the mandatory spay/neuter laws. In 2006, the city of Dallas had no choice but to euthanize 24,501 homeless animals, but we saw an even greater increase in 2007, with a total of 27,931 animals being euthanized. In spite of all the hard work done by Dallas Animal Services, local shelters and rescue groups, we simply cannot adopt animals fast enough to end this tragedy. And with an increase in the euthanasia rate of 14 percent last year, it is clear that we cannot kill our way out of this predicament either. The only way to end the senseless killing of surplus pets is by implementing enforceable mandatory spay/neuter laws, as well as the personal adoption of moral and humane standards of behavior on the part of each and every individual.
