NOT conditions available to the average small business at all. But given a 'clean room', sterile packaging, sterilized ingredients, and, most important, packaging that totally prevents any contamination of the enclosed product, it might be possible to produce a cream or lotion preserved only with EO's (at a skin safe level!) or other natural products. however, these conditions are not going to be found in the kitchens of most of us here.
