(both need the presence of water.) the only hting that can go wrong with a massage oil that has no water is rancidity. Anti oxidants will defend against that, or the use of longlived carrier oils. The products that need preserving either contain water (or hydrosols or aloe gel or some other 'water phase' ingredient) or products that could have water introduced to them...ie, a scrub that folks will be dipping wet hands into...
