BFAD asked to ban harmful perfumes

An administration congressman yesterday asked the Bureau of Food and

Drugs (BFAD) to study a proposal to temporarily ban the sale and

distribution in the local market of imported designer perfumes

containing substances that could damage the brain and cause sterility in

men.

This developed as the House of Representatives Committees on Health and

on Trade and Industry have set next month the first congressional

hearing on an inquiry into reports indicating that at least 35 expensive

perfume brands have been found to contain chemicals that are harmful to

human health.

Representative Luis Villafuerte (Kampi, Camarines Sur) revealed that he

has sent a letter to the BFAD in which he aired his concern over the

published report on the issue which he read in a publication of

Greenpeace International.

The lawmaker said he has asked the BFAD to look into the veracity of the

report and take immediate action to protect the public.

" The BFAD may impose a temporary ban on the sale of these perfumes if it

wants to, " Villafuerte said.

A congressional inquiry has also been set by the health panel in

response to House Resolution No. 725 filed recently by Villafuerte.

Among the fragrances sought to be banned are Flora Dream by Adidas, In

Leather by Aigner, Aqua Naturale; Emporio Armani by Armani, White Musk,

Eau de Parfum by The Body Shop; High Speed by Bogner, BLV Notte by

Bulgari; SK One for Men, Eternity for Men, and Eternity for Women by

Calvin Klein; Le Baiser Du Dragon by Cartier; Chance and Chanel No. 5 by

Chanel; Poison by Christian Dior; Pure Poison by Dior; Him by FCUK;

Fiorucci Loves You, Envy Me by Gucci; Boss by Hugo Boss; My Manifesto by

Isabella Rosellini; Classique and Le Male by Jean Paul Gaultier;

Nightflight by Joop; Iris Blue by Melvita; Waterlove by Mexx; Sunset by

Naomi Campbell; XS Pour Homme by Paco Rabanne, and Jamaica Man and

Jamaica Woman by Puma.

According to Villafuerte, the health hazard in perfume was exposed by

the TNO Netherlands, an organization of applied scientific research,

which claimed that the perfume brands contain phthalates esters while

other have artificial musk which invariably endanger human health.

The group said at least 35 perfume brands contain phthalates esters

while synthetic musk can be found in 29 others.

A former secretary of trade and industry, Villafuerte revealed that he

came across the report in a publication of Greenpeace International

which claimed that the two chemicals found in perfumes could cause

ill-effects to the body through exposure by inhalation or absorption

through skin.

The report also indicated that chemical poisoning is not acute but

chronic because traces of such substances linger in the body systems and

accumulate in the fatty tissues and bladders of living organisms.

" Phthalates have been found to have bad effects on DNA male sperm and

lungs and may damage the liver, kidneys, and testicles, " Villafuerte

said.

He also revealed that accumulation in the body of artificial musk is

dangerous to the liver and " can attack living tissues. "

" Artificial musk, the study claimed, could interfere with brain messages

and hormone communications and weaken the immune system, " Villafuerte

added.

At least 30 solons supported Villafuerte's call for a congressional

inquiry into the Greenpeace report.

Aside from the health officials, also to be invited to the congressional

hearings are officials of the Bureau of Trade Regulations and Consumers

Protection (BTCRP) and the BFAD.

" BFAD and the BTRCP will be required to submit their respective

evaluations and recommendations on whether or not products containing

such alleged toxic chemicals should be allowed to be sold and marketed

to consumers in the Philippines or altogether banned from the local

market subject to penalties and sanctions that may be provided by law, "

Villafuerte said. (Ben R. Rosario)
