Best, of course, if they have not been heavily treated with chemical fertilizers or pesticides. If you are sure that your source is truly organic and pesticide free . . . Or you know because you grow them yourself, then, you can rest assured. Don't forget, also, that dried botanicals imported into the US are eradicated, which is could present a problem with internal consumption. We know that many imported herbs are sold as teas, so perhaps the eradication isn't a huge problem (yet), but could become one as our bodies get more toxic-laden and less resistant to more and more health problems associated with over-toxicity. Commercial roses found in the florist shop have usually been sprayed with chemicals that haven't been approved for food crops. I grow roses and love to make goodies with the petals! At the bottom of every message on this list is a link on how to make rose petal preserves (increase the amount of water in the recipe for a thinner jam).
