The Pennsylvania SPCA is offering a $1000 reward to anyone who provides information leading to a conviction of the person or persons responsible for wrapping Sticky in duct tape and abandoning her.Anyone with information about the person who wrapped Sticky in duct tape and abandoned her should call the Pennsylvania SPCA's Cruelty Hotline at 866-601-7722.
