Hence 19th century Corn Laws in UK, and corned beef, which is made with wheat-kernel sized grains of salt. So "wheaten corn flour" really means "wheaten grain flour." When you grind wheat to a fine powder you get wheat flour, or what Aussies apparently call "wheaten corn flour". When you grind maize to a fine powder you get cornmeal (US). Cornmeal has less gluten than wheat, so it will not rise with yeast the way wheat flour will. Cornmeal is what cornbread and corn tortillas are made from.To get corn starch, (AU, UK) cornflour, you have to actually process raw maize or cornmeal to extract the pure starch. You can do the same thing with wheat to get wheat starch, but it has fewer applications. If you ever see dim sum wrapped in a translucent wrapper, the wrapper is made from wheat starch.
