As oil apparently becomes harder to find and harder to extract, one western country - Canada - seems to be holding a winning hand. Of course, simply holding a winning hand doesn't make you a winner. Canada won't be the first country to have its sovereignty threatened by the dubious advantage of have oil under (or in this case, in) its land. The reality behind Canada's fabled tar sands.
