Facts:

* U.S. Senate Bill 1807 was introduced in 2007 and never became law.

* U.S. Senate Bill 2191 was introduced in 2007 and never became law.

* U.S. Senate Bill 3036 was introduced in 2008 and never became law.

* U.S. House Bill 3445 was introduced in 2007 and never became law.

* The "energycommerce.com" link doesn't work.

 

* The U.S. Global Change Research Act was passed in 1990:
