basically, if the formula has a water phase, you can substitute a

hydrosol. (you will also have to either keep the product refrigerated and

plan on using it quickly)

 

if the formula is all fixed oils, no water, then you would want to dissolve

the essential oils in the water...

 

it's the old 'oil and water don't mix' thing...
