Y'all keep in mind that the more you try to control people the more you find a need to control people .. and the more regulations you put out the more difficult it becomes to enforce them .. or even to interpret them in the courts. But .. if the goal is to build a larger bureaucratic infrastructure, as I have always accused the EU of wanting to do .. then it will do that job. I'm thinking that they already have far more folks hired in their gummit structure than we do in the USA .. difference is, of course, that in the USA we are not YET at the point where we take half your money and then dole it back to you when you need it. The American gummit can be better controlled by the people because of our system of electing senators every two years and representatives every four .. and we never vote for parties as is the case in parliamentary systems. Having lived in a country that has a Parliament (Turkey) since 1988 this trip, I have closely observed what happens in such systems. Individuals are not held responsible .. they are sheltered by the party that is then in power .. and the party itself is too large to be held responsible for things simply because they can lay the blame on those they protect and eventually matters are forgotten. Its a game. Butch +++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ For years on my own website and when I used to be on IDMA, I have been warning of what will happen if the people in the natural therapies field take no action against the European bureaucrats. Instead of raising concerns within our community, our trade representatives simply bow down to these idiots and fall for compromises in order to feather their own nests. The EEC is a gravy train of well funded committees mainly of vested trade interests with very little real public participation. I maintain that many of the regulations being put in place by the EEC bureaucrats are illegal under the Treaty of Rome on which the community was founded. See www.aromamedical.com for more on this. Complaints to MEPs are ignored and they rarely reply to questions. Complaints to the Commission are also ignored because they are set up in such a manner no one knows who is doing what. A good example of that was recently when their own auditors said they could only account for 10% of the commissions vast budget. For those that do not know it, the European Commission itself is NOT a democratic organisation. The President is appointed by the heads of Governments and the commission members are not accountable to the public. Only the MEPs themselves are elected, but, apathy of the public is so high that often only 20% of the electorate even bother to vote. Ninety-five percent of the trade will just ignore these European regs like they have with everything else they produce. The cosmetics regs have been in place for years, but many AT suppliers still produce cosmetics without proper compliance with the regs. You will find French AT sites peppered with illegal medicinal claims but nothing is done. The EEC do not have a police system for their laws, they leave it to each Government to enforce them. The laws will only be applied in the UK if some local trading standards department wants to mount a test case. That is pretty unlikely as they have 1000 other things to do. The laws will be obeyed by some British companies, the French will of course ignore them and the cowboys in our trade will continue as usual. The big concern is that the US, Canadian and other Governments will grab these Euro laws as a precedent. Ok here we know the enforcement will be peanuts, but what other Governments will do is open to question. Look at that symbol at the foot! I mean what cosmetic house on Earth can tell you how many months a product will last beyond 30 months. The rate of decay depends on how the product is stored, how it's used, chemical degradation (highly variable dependent on storage), contamination, etc. It just means manufacturers will have to put another stupid symbol on the packages and Joe Public will not have a clue what it means. Soon the makers of that small pot of cream will need to sell a computer with it to cover the documentation. This is not new it has been going on for two years at least. (3) For this purpose, a symbol followed by the said period (in months and/or years) is provided for under Article 6(1)© of Council Directive 76/768/EEC. Article 2 Member States shall bring into force the laws, regulations and administrative provisions necessary to comply with this Directive by 11 September 2004. They shall forthwith communicate to the Commission the text of those provisions and a correlation table between those provisions and this Directive. When Member States adopt these measures, they shall contain a reference to this Directive or shall be accompanied by such reference on the occasion of their official publication. The methods of making such reference shall be laid down by Member States.
