After some research during which I discovered that the official poverty line was based on the cost of enough food for a family of 4, I made a list of necessities to sustain life as a participating member of society. These included, transportation for work, school, shopping, telephone and clothing. The total from this list identified the income level under which a person is a member of the underclass - e.g. has insufficient independent means to obtain sufficient nutrition to maintain health or clean shelter. That number was approximately $22,000 per annum and established the vertical axis level for $5 token pmt. or waived fee. Income level alone is an inaccurate representation of need. So I included the number of dependents per total income and that comprised the horizontal axis. The range of fees therefore was $0 to $65 per hour. Gifts over that amount were encouraged.
