Drink a glass of water every hour for as long as you can until you're hydrated Stay with -8- glasses daily or ounces in half your weight...for example ...120 lbs equals 60 oz of water...Make a skin food mix of lecithin granules, wheat germ, brewer's yeast, molasses; take 2 TBS daily in juice. Drink organic juices and eat plenty of fresh ripe organic juicy fruits/vegetables...especially cucumbers...excellent for skin. I've also dealt with dry skin ... and on top of diet and hydration (which is the most important cure), I use an Aloe Vera Herbal Blend (Nature's Life) that is 98% pure Aloe Gel with Chamomile & Confrey. I put some of this in the palm of my hand and add a squirt of Certified Organic 100% pure Jojoba Oil (I us Heather Loraine) ... work this together and then apply. Also, find a quality facial scrub or mask to exfoliate. Then, work your skin from inside (diet) and the outside (cleansing and moisturizing). Also, bags under the eyes can be edema: fluid retention & swelling. It is most frequently associated with puffy hands or legs from poor circulation. If I don't exercise, drink enough water, or I eat dairy or other junk that are allergens I end up with puffy eyes. Maybe someone else has a better expanation of this.
