No question about it. I'm fortunate in that the person using mine is

not so savvy .. paying their own bills with it is sorta dumb. I think

one of those desperate Appalachian characters just got carried away.

I'm also fortunate in that the this card was issued by USAA .. they only

cover active duty and retired military officers and gummit civilian

equivalent ranks .. and top management is retired military. Pretty

smart fellers they are. USAA insurance, for example, pays us back 25%

to 30% of our premiums each year .. even when they paid off the massive

claims after the Homestead AFB devastation we got that pay back.
