It's a hop skip and a jump from the Pentagon. There aren't just civilians there - there are many thousands who not only work there, but also live there. It's right down the street from the Pentagon. So, unless the wind happens to be just so - what happens in Crystal City is going to happen not only to the Pentagon, but also Washington, D.C., and a number of other very populated places in that area. Crystal City isn't off by itself - it's in the center of a number of highly populated places, with a very wealthy and powerful population. Not to mention, for the most part, anything that affects Crystal City is going to affect the Congress, the Senate and the White House - all are which are just a couple of miles away. I don't know how familiar any of you are with the area, but towns in that area have grown to where the city limits have been blurred - to the point where you can cross the street and be in another town. Washington, D.C., Maryland and Virgina are within spittin' distance from each other and doing what the article suggests was or is going to happen isn't logical - there are a number of very large corporations and businesses there who have a lot of influence, not to mention the seat of the government, and the heads of all four branches of the military. Not only do they work there - most also live there...
