Dear Under-Secretary Cohen:

Re: North Tower reason for Naval treason

Hawks CAFE believes that the Global Guardian sponsors of a series of

bogus war games in 2001, hired a group of treasonous US Navy officers to

establish " no-fly " zones over Washington D.C. and New York on 9/11 and

camouflage the mass murder of hundreds of employees working in WTC North

Tower for Cantor Fitzgerald, the world's largest broker of U.S.

Government securities, Eurobonds, sovereign debt and carbon credits.

The Office of Naval Intelligence, Suitland, Maryland, appears to be the

only organization capable of generating a " common operational picture "

and sabotaging both the (al-Qaeda) red-team attackers and (US Air Force)

blue-team defenders during the 2001 war games.

ONI " established a detachment in Newport to act as a link between the

intelligence community and the Center for Naval Warfare Studies .. the

detachment directly supports the War Gaming Department by providing

consistent, credible opposition to players participating in war games at

the Naval War College. "

In a 9/11 murder-for-hire scenario, the Global Guardians extorted

custody of Cantor Fitzgerald's $70 trillion/year business and kicked

back a share of profits from hedge fund and insurance frauds to ONI

insiders and victim relatives as 'blood and hush' money.

Our research indicates that the Global Guardians shared a percentage of

the post 9/11 profits with US navy officers who had previously helped to

establish and enforce no-fly zones upon Saddam Hussein's Iraq (1991) and

Slobodan Milosovic's Serbia (1998).

We have named some alleged traitors affiliated to the US Navy, including

Dr. Thomas Barnett and Vice Admiral S.A. Fry, as defendants in the

lawsuit " Hawks CAFE v. Global Guardians "

http://www.hawkscafe.com/107.html <http://www.hawkscafe.com/107.html>

and we append an additional list below.

We have reason to believe that elements within the US Navy and the

Office of Naval Intelligence, Suitland, Maryland, are planning a sequel

to their failed attempt at a coup d'etat on 9/11. " Back to the Bunker

By William M. Arkin Sunday, June 4, 2006; B01 On Monday, June 19, about

4,000 government workers representing more than 50 federal agencies from

the State Department to the Commodity Futures Trading Commission will ..

set off for dozens of classified emergency facilities stretching from

the Maryland and Virginia suburbs to the foothills of the Alleghenies.

They will take to the bunkers in an " evacuation " that my sources

describe as the largest " continuity of government " exercise ever

conducted, a drill intended to prepare the U.S. government for an event

even more catastrophic than the Sept. 11, 2001, attacks. "

We suggest Office of Naval Intelligence and U.S. Naval War College

insiders be taken into custody, pending investigations into their

treasonous attack on the North Tower during " continuity of government "

exercises sponsored by the Global Guardians on 9/11.

Yours sincerely,

" WAR GAMING DEPARTMENT War games, part of the Naval War College Gaming

curriculum since 1887, are vehicles for generating, testing, and

debating strategic and operational concepts, and for exercising military

and civilian decision makers in maritime and joint warfare. War games do

not prove or disprove theories, concepts, or strategies because they are

not reality and cannot be duplicated. Nevertheless, wargaming is an

effective technique for creating a decision-making environment that

fosters education and understanding for students and operational staffs,

provides insights, and generates issues for further study. Groups of

games set in the same theater or exploring the same or similar issues

can help players to understand the dynamics of warfighting and may

suggest possible trends or tendencies which could be exploited in

real-world situations .. The War Gaming Department is the world's

premier gaming organization, conducting approximately 50 games yearly in

support of internal College needs and externally generated requests from

various branches of the Defense and Navy departments, operational

commands and civilian agencies, including the Office of the Vice

President of the United States, the Joint Chiefs of Staff, and the

Secretary of the Navy. To support the objectives of each game's sponsor,

the War Gaming Department employs a wide variety of gaming techniques

ranging from complex, multi-sided, computer-assisted games to simpler,

single-sided seminar games, and game foci can range from broad national

strategies to the specifics of tactics. Most games take place at the

College, but some are conducted off site [Windows of the World WTC#1].

... OFFICE of NAVAL INTELLIGENCE DETACHMENT In 1976, the Office of Naval

Intelligence, Suitland, Maryland, established a detachment in Newport to

act as a link between the intelligence community and the Center for

Naval Warfare Studies. Acting as a focal point for intelligence

questions, the detachment directly supports the War Gaming Department by

providing consistent, credible opposition to players participating in

war games at the Naval War College .. If you would like to learn more
