I'm not familiar with clarkia. Are you speaking of a tincture combination of Black Walnut Hull ? Wormwood (Artemisia) ? Cloves (from the clove tree) ? If so, run search engines on the contraindications of each of these herbs before you go through all the trouble to make the tinctures. One of my books suggest general tincturing effectiveness to tincture black walnut fresh green hulls at 1:1.25 at 40-45% alcohol, wormwood dried at 1:5 at 70-75% alcohol, and cloves dry 1:4 at alcohol 30-35% with glycerites. It doesn't suggest how much glycerin however. As I said, I'm not familiar with clarkia. I don't know if you'd want to tincture separate and mix it later or what. Some things tincture better in alcohol than water and vice versa. 100 proof alcohol suggested might do just fine. What you might want to do is run a search engine and see what the alcohol % the commercial preparations of it are.
