California Town Approves Tough Smoking Ban In Public And Private Places

Belmont, CA (AHN) - The Belmont City Council passed Tuesday what is thought

to be the country's toughest anti-smoking legislation.

Smoking will be banned in parks and other public places within 30 days. Apart

from designated smoking areas and parking lots, people will only be allowed

to smoke in the town's streets and sidewalks as long as they are not near

entrances to homes or businesses.

A more controversial element which bans smoking in apartments won't take

effect for another 14 months to give landlords and residents enough time to work

out new arrangements. According to the Associated Press, " the ordinance was

written so that smokers will only face enforcement if their neighbors

complain. "

Ray Goodrich, a retired resident whose concern over second-hand smoke ignited

the debate which eventually became law told The Mercury News " I really feel

this measure will do more to improve the health of the community than any

multibillion-dollar government program ever could. "

Those in favor of the ban see it as a good publicity for the town and feel it

protects non-smokers' right to breathe clean air. Opponents argue it

infringes on basic human rights; some businesses feel it will drive customers

away.

Ralph Morales of the American Lung Association, who is in favor of the ban

thinks over time any controversies will disappear. The Mercury News quotes him

saying that " whenever something passes that seems controversial, usually a

few years later even the people who were against it end up being proud of it. "
