World Population Control — U.S. Strategy and UN Policy Program

 

In April 2002, LifeSite Daily News published a report from The

Interim, apparently first published in Australia's The Age. The

report identified that Australian Nobel Prize winner and world-famous

microbiologist Sir Macfarlane Burnet supported biological warfare as a

form of population control, moreover, that Third World de-population

has been U.S. strategic policy since '74. (Full Story)

 

The story seems far-fetched and totally unbelievable, but, sadly,

it is true. A search of the Internet for " Implications of Worldwide

Population Growth for U.S. Security and Overseas Interests " , (the

title of the U.S. National Security Study Memorandum 200 (NSSM 200),

written by Henry Kissinger) provides 182 search returns. Whole books

have been written about the US strategy for the depopulation of the

less developed countries.

 

There is, for instance, a book written by Stephen D. Mumford: THE

LIFE AND DEATH OF NSSM 200 — How the Destruction of Political Will

Doomed a U.S. Population Policy.1 Dr.. Stephen D. Mumford is

president of the Center for Research on Population and Security. He

identifies that,

 

President Nixon's " Special Message " on Population [m]arks the

moment in 1969 when the President proposed creation of the Commission

on Population Growth and the American Future.

 

The website which displays Stephen Mumford's book explains that,

 

NSSM 200 was the definitive interagency study of world

population growth and its implications for United States global

security, requested by President Nixon in 1974. The study was

undertaken by the National Security Council, the CIA, the Defense,

Agriculture and State Departments, and the Agency for International

Development. Among its conclusions: " World population growth is widely

recognized within the Government as a current danger of the highest

magnitude calling for urgent measures.... There is a major risk of

severe damage [from continued rapid population growth] to world

economic, political, and ecological systems and, as these systems

begin to fail, to our humanitarian values. "

 

NSSM 200 goes into great detail on what needs to be done to

implement the strategy of world population control. Although Stephen

Mumford castigates the Vatican's efforts in opposing the U.S. world

population control strategy, it is difficult to see much wrong with

the Vatican opposing directions such as these:

 

NSSM 200 went into detail about avoiding U.S. responsibility

for population-control programs by ensuring that the UN and

international financial institutions such as the IMF and World Bank

adopt population-control policies as prerequisites to their giving of

aid. The report suggested furthering the camouflage by mandating that

countries accepting aid from the UN or the banks form their own

population-control ministries. (From the article in The Interim; 2)

 

Although Dr. Mumford's book concludes with observations of " How

the Vatican has no qualms about destroying American democratic

institutions in its battle to save the Papacy " (Chapter 17), it is

even more difficult to understand his and his cohorts' complaints if

one considers that the world population is most definitely under

control now and will most likely not increase anymore and worse.

 

There has been no increase in the annual number of children born

in the world for close to 20 years now. The world population appears

headed to level off at 8 billion people by about 2050. It could even

be said that the old maxim, " Be careful what you ask for, because you

may get more than you like, " is true of the U.S. world population

control strategy. The world population is expected to fall to about

3.5 billion people by 2150. The question is for how much longer it

will keep falling.

 

The populations of some African countries are in danger of

becoming eradicated due to the escalating AIDS epidemic, which is

expected to kill in the order of 66 million people – world-wide – by

2020. Some African countries have HIV infection rates in the order of

39 percent and their average life expectancies have fallen to where

they were in the second half of the 19th Century. The HIV infection

rates in the former USSR countries are climbing and are already in

some cities close to those in some of the African countries that fell

prey to the sex education curriculum promoted by the UNFPA, a

curriculum that insists on urging for " safe sex " (using condoms, of

which some millions shipped by the U.S. were recently burned because

they leaked), even for children.

 

In contrast, Uganda, which correctly identified that the only form

of safe sex is chastity until marriage and promoted appropriate

policies, managed to drastically reduce its HIV infection rates.

 

Others, like China, implemented with the help and support of UNFPA

(United Nations Population Fund) coercive population control measures

aimed at limiting the number of children in urban areas to no more

than one per a woman's fertile years (two children in rural areas).

 

Even India is rapidly approaching the point reached by all

developed countries already, where the total fertility rate drops

below the level of slightly more than two children per family that

guarantees stable population levels. India's TFR has approached 2.8

and is falling rapidly, with the trend being that within just a few

years it will be below the TFR required to maintain its population.

 

Anyone with a trace of humanitarian compassion left will consider

the AIDS epidemic as the worst calamity ever to befall humanity, worse

even than the Black Death that decimated Europe. However, for people

like Henry Kissinger and his supporters who intend to use food as a

weapon and do, and such as Sir Macfarlane Burnet with his wish for

deliberately induced yellow fever epidemics in designated countries

possessing the appropriate mosquito vectors, the AIDS epidemic must

appear to be a blessing. Others speculated that it might not be a

God-send blessing but rather a man-made one, such as that it may have

been that it became spread rapidly through the production of Polio

vaccine that had been cultivated using HIV-infected monkey's kidney

tissue.

 

That trail evaporated and no conclusive evidence of that having

been a deliberate program for spreading HIV infections was ever found.

Monkey kidney tissue had been used in the production of the polio

vaccine distributed in Africa, but no evidence that the tissue

cultures had been infected with HIV could be found when an

investigation was made into that possibility of the origins of the

AIDS epidemic. That does not mean that the polio vaccine had not been

infected at the time. It means that no evidence existed any longer

that would make it possible to establish guilt or innocence.

 

The question remains of what gives a single nation the right to

impose its culture of death on the whole world, and what in the world

would lead Dr. Mumford to be so critical of the Vatican who wants

nothing other than to be representative of humanitarian concerns

throughout all of the world that are most certainly far more

compassionate than the coercive and deadly policies promoted by the

U.S. during the latter part of the past century and even now.

 

There is nothing magical about a TFR of 2.2 children (the TFR

required to maintain population levels in countries with higher life

expectancy). It is not a limit. It is nothing more than a

statistical cross-over point demarcating the dividing line between a

nation's population growth and a nation's population decline. It

appears that once measures have been implemented to vilify people for

having families and children, measures such as punitive tax policies

and removing fathers from families, so as to make having children an

unattractive proposition, the TFRs keep dropping with no end in sight.

 

The current TFRs in the developed nations range from 2.08 in the

U.S.through 1.5 in Canada to 1.1 in Russia, with many of the European

countries having TFRs in the order of about 1.3 or less. And the TFRs

are still dropping everywhere. The last UN population report

identified that in 1999 there were now 84 UN member nations that

reached TFRs of 2.2 or less, with the number of such nations growing

rapidly. The culture of death is fully successful.

 

The deliberate population reduction strategies and tactics affect

predominantly the developed nations. On average, they are losing

population at the rate of 30 percent with every successive generation.

Therefore the Caucasian sector of the world population will decrease

from its present 17 percent down to ten percent by 2050 3 and will

have virtually vanished by 2100, when it will most likely be in the

order of about six percent or less of the world population.

 

That is similarly true also of the U.S., even though it ostensibly

stabilized its population numbers. In the U.S., Whites and Blacks are

declining in number, while Hispanics are compensating with their

vastly higher birth rates for the decline of the remainder of the

American population. Dr. Mumford and many other advocates of the

culture of death bemoan the death of NSSM 200, and castigate the

Vatican for being responsible. However, the fact remains that, once

the generous funding by the U.S. of the IMF (The International

Monetary Fund), AID (U.S. Agency for International Development) and

UNFPA (United Nations Population Fund) was in place, the culture of

death took on a life of its own and obviously became far more

effective than even the most strident promoters of those deadly

policies would ever have dared to hope.

 

It should therefore come as no surprise that some voices see the

Vatican's opposition to the U.S. population control strategy as a

blessing and not as the calamity Dr. Mumford makes it out to be. Take

for instance the Schiller Institute, which considers " Henry

Kissinger's 1974 Plan for Food Control Genocide. " The Schiller

Institute is put off by the idea:

 

Adopted as official policy in November 1975 by President

Gerald Ford, NSSM 200 outlined a covert plan to reduce population

growth in those countries through birth control, and also, implicitly,

war and famine. Brent Scowcroft, who had by then replaced Kissinger as

national security adviser (the same post Scowcroft was to hold in the

Bush administration), was put in charge of implementing the plan. CIA George Bush [sr.] was ordered to assist Scowcroft, as were

the secretaries of state, treasury, defense, and agriculture. (Full Story)

 

It is welcome news that at least the current U.S. president

appears to have had a change of heart:

 

BUSH ADMINISTRATION SET TO CUT UNITED NATIONS POPULATION

CONTROL FUNDING

 

WASHINGTON, July 2, 2002 (LSN.ca) - The Washington Post

reports that President George Bush's aides have directed State

Department officials in recent days to devise a plan to eliminate this

year's $34 million funding for the United Nations Population Fund

(UNFPA). While the official announcement is only expected after July

15, the Post reports that senior administration officials " expect [the

funds] to be permanently withheld. "

 

The defunding of UNFPA will be a major pro-life victory based

on a united effort of pro-life groups led by the Population Research

Institute (PRI). The movement to withhold funding from UNFPA began

when PRI submitted evidence to Congress and the administration that

UNFPA supports coercive sterilization and abortion in China's

one-child policy. PRI investigators visited China last September and

recorded audio and videotaped testimony, from victims and witnesses,

proving coercion in UNFPA's " model county " program in Sihui, Guandong

Province.

Whether that will truly come to pass or whether cutting a mere $34

million from the hundreds of millions annually that drive the culture

of death foisted on the world by the U.S. remains to be seen. Whether

the culture of death will continue to be promoted or not, it is

evident that the human misery and deaths inflicted upon the world's

poor, whose children are the only social safety net available to them

and against whom food is being used as a weapon to coerce them into

having smaller families (it would be more accurate to say that they

are being deliberately starved to death), is by far the deadliest and

most effective means ever implemented to eradicate whole populations.

The death toll caused by the culture of death far exceeds those

caused by any of the most totalitarian regimes throughout history,

making the U.S. the deadliest nation on Earth, ever.

 

However much the U.S. may be the driving force for the promotion

of the culture of death, it has willing and eager collaborators in all

of the developed nations. Mercifully, unless they change their ways,

all of the forces promoting the culture of death will vanish, and

those nations with respect for life will remain with another

opportunity to construct a more humane civilization.
