Remember that Nixon didn't agree to resign until the Joint Chiefs informed him that they were no longer taking orders from him, but rather from vice-president Ford. Nixon resigned the next day. Not sure who would be picked to take over if the brass decided to no longer accept civilian leadership from either Bush or Cheney.
