The report found that the Bush administration's insistence on abstinence-only HIV prevention programs is crippling our ability to fight this deadly virus. The Bush administration's ideologically-motivated insistence on using abstinence-only programs to fight HIV/AIDS in Africa and the Caribbean is costing lives in the very countries we most need to help.
