The Damask Rose is one of the few that can grow from cuttings or its own root stock .. Couple of years ago, I shipped a couple of metric tons of Rosa damascena roots and cuttings to a USAID project in Madagascar. I had been waiting for Fall to ship'em because its the safest time to take them from the ground and/or clip the cuttings. We wrapped them in damp burlap and what I think is called Vermiculite. Wrapped that in plastic sheeting and put them in many coffin-like boxes around 3' X 5'. Shipped them via DHL cause it was gonna be a long trip anyway .. had to go from Ankara to Paris and then via Air France on to Madagascar. Took 7 days to get there even with DHL because Madagascar is sho'nuf off the beaten path. Anyway .. the rate of sprouting was around 90% or so .. so I guess we got lucky .. especially since we were just guessing at how we should do it as there had NEVER been an export of Rosa damascena plants from here. They said it was prohibited .. and it was enjoyable proving them wrong. Second year, they didn't do so good. The USAID, like most government agencies, has to say they are doing something even if its wrong .. in the first place, I told them it was too hot and too low in Madagascar but they had money in the pot (I reckon) and had to spend it on what appeared to be a worthy cause. I am a worthy cause.
