Haven't had much luck with lavender myself (yet) (have to try different locations I guess) Sandy and hot is a good description for lavender. Can you get a soil sample to your agricultural extension agent to check out the contents of your soil? If you ask them they might be able to explain to you how to amend your soil for the lavender. Just adding lime and possibly some other nutrients might be what you need. I am planning to do Burpee's Lavender Lady this Summer from seed.
