topical salve or ointment to break up phlegm

I often come upon patients with impacted phlegm on arms legs torso.

 

The 'feel' is life hard India Rubber, soft, even stony with the slightest

'give'.

 

As often there may still be elements of Heat and one would fear releasing

some phlegm to run upwards to HT or head.

 

Is there a topical application, a salve or ointment which locally breaks up

phlegm?

Not come across any such product myself but have

successfully used a dermal roller to help break down some

of these stubborn attachments of phlegm that are more

surface.

 

It's a long term treatment with just acupuncture but I

suspect that chinese herbs would step things up some.
