As previously stated......no one doubted that she sponsored this bill....just that it was not the original practice act passed in 1980. KH's proposed legislation was in 1996 some 16 years later and a great bill as I read it. The sponsored legislation would have resolved some of the problems still existing today but unfortunately it failed. The main thrusts of the Bill was to change Florida licensee's title to Doctor of Oriental medicine and the Board....to the Board of Oriental Medicine. In turn and more importantly it would have brought Florida acupuncture licensees as being mandated to be covered under the definition of licensed physician found at 627.6403. This was most likely the reason the bill failed. Apparent discriminatory reimbursement schemes continue till today and that is key example/reason for the Federal anti-trust class action racketeering lawsuit. Maybe, Katherine Harris - as you have suggested and offered to pursue - can help the profession on both the passage of the Federal Acupuncture Bill AND the FDAs rule banning ephedra? Evidently there is a lot to it as they have been working on it for a while, but the word I got back from them was that she is going to do it. I also sent them a note on the Ephedra thing. It seems to me that most of the KH bill's features were incorporated in the 1997 one, but not the best plums.
