The enamel coated canning pots seem good, I would think ??? I bought one used for $5, and then found it had a patch where the enamel had worn off, about the size of a silver dollar. The underlying metal is steel, as verified with a magnet. Would this exposed patch of (non-stainless) steel be a problem in terms of boiling oleander leaves for several hours? The main reason for using stainless steel or enamel, besides keeping something from reacting with the oleander and keeping from having particles of something dangerous like teflon and other non-stick surfaces getting into the "soup", is to keep the oleander from becoming impregnated into the cookware you use for preparing foods.
