TOPOFF 4 -

The master scenario for this drill involves several Radiological

Dispersal Devices (RDDs) or " Dirty Bombs " being detonated in Portland

.... Similar attacks are supposed to take place in Phoenix AZ, Guam, somewhere near the

East coast of Canada, London, Australia, and I think New Zealand.

In Portland alone, this exercise will officially include the

participation of more than 15,000 emergency services personnel, 500 mock victims

and countless military and Government " Top Officials " (hence

But there´s a problem here... I´ve been hearing about and planning

for this drill for the past two and a half years, but what has me worried is

the fact that TWICE in the past, these types of drills have had a strange

habit of mysteriously and spontaneously " going live " . When a drill

" goes live " , it means that the fake scenario that everyone is playing out actually really

happens - " real world " .

Let´s look back in history and see what I´m talking about...

September 11, 2001 Most everyone on the planet knows of the events of 9/11. What

most people don´t know is the fact that on that day, multiple Government agencies including FEMA, the FBI, CIA, National Guard, The United States Air

Force, NORAD, the National Reconnaissance Office (NRO), Department of Defense

(DoD), Civilian Air Traffic Controllers and multiple other agencies were all

participating in fifteen simultaneous emergency exercises - drills, some of which

the master scenario involved hijacked airliners crashing into the World

Trade Center towers in New York City, the Pentagon in Washington DC, and several

other coincidentally strange targets, like Dulles International Airport.

Here we have the Bush Administration that is aching to go to war with

Iran. Two years ago, Iran was big in the news when Bush was trying to

convince the American public that Iran was building nuclear weapons. That put the

idea in everyone´s heads and people got concerned for a little while, but

suddenly all that news totally vanished and no one was talking about it

anymore. All they need is some sort of pretext for a war, and what better way than

to stage an attack, blame it on " terrorists from Iran " , and since

this drill is supposed to involve multiple Radiological Dispersal Devices (RDDs) or

" Dirty Bombs "

, they could use the " attack " to justify the use of nuclear

weapons against Iran........

1) This established pattern of Table-top drills and Command Post

exercises has again preceded this Full Scale Exercise slated for October 15 -

2) You may have heard about the " accidental " transport of

nuclear warheads from Minot Air Force Base (AFB) in North Dakota over the entire

mid-section of the country to Barksdale AFB in Louisiana back on August 30th,

2007. What you probably didn't hear about was the fact that the Associated Press initially reported that 5 warheads landed at Barksdale AFB in LA, but

officers on Minot AFB in ND anonymously reported to that there were actually 6

warheads that left their facility. Later on, the AP changed their story to state

that there were 6 warheads in Louisiana, but the officers on Barksdale AFB

insisted that " no, there were only 5 warheads that arrived. " WTF?!?

To thicken the plot a bit more, it seems that several of the Airmen

involved with this impossible mistake have been systematically eliminated, or

as the press has reported it, they´ve all died in tragic

This scenario is probably the most frightening part of this whole

story in some ways. If the National Guard were to actually impose Martial Law

in this country (and all it would take is an attack on one coast and a threat

of similar nature to Washington DC), this country would protest, not

unlike the protests and riots in New Orleans after Hurricane Katrina. The

National Guard (in conjunction with Blackwater) went through town, busting in people

doors and demanding that they hand over their firearms. [link to

down there. It´s not that people were just going insane and shooting at

random (as the government would have the media report), these people were fighting

to uphold their Constitutional Right to Bear Arms. In a sense, it was

impose Martial Law across the whole country, that´s exactly what will happen - Civil

War. How is the government going to handle 100 million armed civilians?

 

5) Then there is the fact (coincidence?) that the military element to

this big TOPOFF exercise has the same Pre-name " Vigilant Shield "

as the main military exercise running on 9/11 " Vigilant Guardian " . Now,

I have been informed by good authority that the military DOES NOT recycle or reuse these

Pre-names, which means that there must be a connection between these two

exercises. Any operation with the Post-name Guardian is a DEFENSIVE operation. An

operation with the Post-name Shield is a PRECURSOR to a larger more involved operation, usually an OFFENSIVE strike - for example Desert Shield

was a precursor to Desert Storm, a larger more involved operation that was an offensive

strike against Iraq during the first Gulf War in the early 1990s.

6) This is really strange... So as I mentioned before, I've been

sitting on the planning committee for the Healthcare system´s response during

this exercise for the past two and a half years. The Emergency Manager for

the NW District for the VA System (VISN20 - OR, WA, AK, and ID) - Ed James,

the man in charge of planning and coordinating the Healthcare system´s response

aspect to this exercise, a guy who has worked his way up in the Military and

the CIA, he's packing up his ENTIRE family - his wife and kids, his brother,

brother's wife and kids, etc... the whole fam damnly! and going on

" vacation " to Canada right in the middle of this drill. Come to find out, he hasn´t told

anyone either - Not on the planning committee, not his superiors or his

subordinates, no one. I learned it from his brother, whom I happen to work with.

Now, wouldn't you think that the man in charge of planning this thing for

the past two and a half years would want to stick around to watch and make sure

things went smoothly??? Kind of reminiscent of the phone call National

Security Advisor Condoleezza Rice made to San Francisco City mayor Willie

Battalion 265 Air Defense Artillery (based in Florida) ... mobilized ... headed

first to Ft. Bliss, (for 2 months of training) then for federal active duty in the

about an increased terrorist risk this summer??? I think he said something about

" Al-Qaida growing stronger, intelligence report suggests `Dirty bomb´ danger... "
