Many times when we provide enough strength training (weights) the muscles

will go flabby, mimicking fat. Since you state you are not overweight, this

is possibly the situation you are facing. Try using free weights three

times a week, starting out with 5lb weights and two repetitions of 20 bicep

curls. You can do the same for the tricepts. Gradually move up to 10 lb

weights and 3 repetitions of 30. You should see the results you are

seeking.
