For years, Bush said court orders required for spying

WASHINGTON (AFP) - US

President George W. Bush, who battled a domestic spying controversy,

used to assure Americans wary of expanded anti-terrorism powers that

tapping telephones required a judge's go-ahead.

 

 

But since Friday, Bush has been defending his secret 2002 order

enabling the US National Security Agency to monitor, without a

warrant, international telephone and electronic mail of US citizens

suspected of ties to Al-Qaeda.

 

Critics have charged that the unprecedented move is an abuse of power

and a violation of the 1978 Foreign Intelligence Surveillance Act

(FISA), which requires a warrant to conduct wiretaps and electronic

surveillance.

 

In 2004 and 2005, Bush repeatedly argued that the controversial

Patriot Act package of anti-terrorism laws safeguards civil liberties

because US authorities still need a warrant to tap telephones in the

United States.

Roving wiretaps

 

 

 

 

 

Part of speech bush gave in April of 2004:

 

" there are such things as roving wiretaps. Now, by the way, any time you

hear the United States government talking about wiretap, it requires -- a

wiretap requires a court order. Nothing has changed, by the way. When we're

talking about chasing down terrorists, we're talking about getting a court order

before we do so. It's important for our fellow citizens to understand, when you

think Patriot Act, constitutional guarantees are in place when it comes to doing

what is necessary to protect our homeland, because we value the Constitution. "
