The FCC has introduced a new rule that requires communications

companies, Internet service providers and universities to make costly

network upgrades by 2007. However, a number of companies and

organizations have filed lawsuits to challenge the FCC, according to

the Des Moines Register.

 

Opponents to the new rules argue that they will violate privacy rights

because they are meant to help the government monitor Internet usage

and Internet based phone usage. The FCC rule seeks to expand a law

created in 1994 which forces communications companies to create

surveillance technologies for the government. The rule could also

damper innovation by forcing companies and consumers into wasting

large amounts of money. It is estimated that it will cost universities

and colleges $7 billion to make the network changes.

 

Critics of the order argue that the FCC is pushing a Big Brother

Agenda for the federal government. Meanwhile, law enforcement agencies

such as the FBI are claiming that they need access to surveillance

technologies in order to fight terrorism.
