Do I take the leaves and put in a solution of witch hazel and just let sit for two weeks? I have steeped tea,for medicinal purposes, but this is new to me. May I ask how many bay leaves to witch hazel? (Not Bay Leaves) Glass bottle, non corrosive cover or cover with cloth and rubber band. Let steep for a couple weeks and strain. To make it stronger at this point, add more basil leaves to the steeped witch hazel and steep again. Strain and put into a clean spray bottle.
