in the air and sea -- where the armed forces have historically guarded

approaches to the country -- but also on the ground and in other less

last month, does not ask for new legal authority to use military

forces on U.S. soil, but it raises the likelihood that U.S. combat

troops will take action in the event that civilian and National Guard

forces are overwhelmed.

It was due to relinquish that control in September 2006, when its

contract with overseeing body ICANN ended.

Death of Knight Ridder Reporter, Other Civilians in Iraq, Draws

Official Criticism --Laith Kubba, a spokesman for the Iraqi

government, yesterday criticized American troops for shooting and

killing unarmed Iraqi civilians, citing the recent deaths of Yasser

Salihee, a reporter for Knight Ridder, and Muhammad al-Sumaidaie, a

cousin of Iraq's ambassador to the United Nations, Samir Sumaidaie.

The American military has said it is investigating both incidents.

Knight Ridder has said that its reporter was likely shot by an

American sniper.

forces have recovered the bodies of two members of a four-man Navy

Seal reconnaissance team that was reported missing last week after
