Environment California : Solar Bill in the Assembly After Victory in the Senate

Dear Environment California supporter,

 

We are winning! The Million Solar Roofs bill, SB 1, was

passed by the full Senate on June 1st by a vote of 30-5 with

bi-partisan support from a majority of both republicans and

democrats. We have just 12 weeks left, and three critical

votes, to pass this bill and put it on the governor's desk

for his signature.

 

Please take a minute today to e-mail Asm. Lloyd Levine (Los

Angeles), chair of the Assembly Utilities Committee where

Background:

 

The Million Solar Roofs bill, SB 1, co-authored by Senators

Kevin Murray (D, Los Angeles) and John Campbell (R, Orange

County), and endorsed by Gov. Schwarzenegger, would put our

abundant sunshine to use and make California a world solar

power leader. By setting the goal of building half of all

new homes with solar and a million solar homes and

businesses by 2017, SB 1 will bring California energy independence,

cleaner air and affordable energy.

 

The Million Solar Roofs bill would help California lead the

way on solar power in four ways:

* Step #1: The bill creates a 10-year program of consumer

rebates, which would save homeowners and businesses

thousands of dollars on the cost of installation.

* Step #2: The bill allows homeowners and businesses to

sell the excess power from their solar panels back to their

utility, shortening the payback period of their solar

investments.

* Step #3: The bill jump starts the new solar home market

by giving new homebuyers the option to go solar, with a goal

of putting solar panels on half of all the new homes built

in California within the next 10 years.

* Step #4: The bill makes special efforts to make solar

power available to all Californians by creating special

incentives and allocations for low-income and affordable housing

projects. And, the bill encourages additional energy

efficiency measures in new home construction to maximize the

benefits of the solar panels.

 

Given California's sheer size and the amount of sunshine we

enjoy, these steps will make the solar industry

self-sufficient and competitive with conventional energy (i.e.

subsidy-free) within a decade. This is because market growth

brings economies of scale to the industry, ultimately slashing

the cost of solar power in half for all Californians to

enjoy.

 

The Million Solar Roofs bill was passed on June 1st by the

SB 1 now heads to the state Assembly where it must pass

through two committees, Utilities and Appropriations, and then

the full Assembly. The first vote will be in Assembly

Utilities where it must pass by July 8th. The support of the

chair of this committee, Lloyd Levine (Los Angeles), is

critical to its passage. That's why we are asking everyone to

e-mail the Chair, urging him to become a solar power leader

by making SB 1 a priority in his committee.
