I learned to make it from a Japanese chef. The trick is to freeze the ice cream very hard. Since good tempura batter is made cold, (and without the fluffy stuff they use in Western restaurants), the shell crisps before the ice cream melts. Except for Chinatown restaurants that cater to ethnic Chinese, most " Chinese Restaurants " serve fare aimed to Western tastes. The ones that serve fried ice cream probably fit that mold.
