I believe Frontier Herbs has scales, but I don't know if this is the best price. I've been getting by with a kitchen scale since I don't have to be close to exact given the herbs I'm working with. You would need to be more careful with herbs like aconite (monkshood) because of the toxicity and ginseng because of the cost of the herb. You usually will see herb dosages given in grams or qian for small batches. A qian is approximately equal to 3 grams. You may see the fen measure for very potent herbs. A fen is .1 qian or .3 grams.
