Where can you buy ingrediance for Oleander soup?

Hi,

I am a new member interested in learning how to make this soup. I'd like to cook it and strain it. Since I have very limited time on the computer I am just throwing it out there in hope of getting a 'speedy' answer.

Where can you buy the bush? How do you cook it, and how do you strain it?
