Medical research is admirable, so is fighting the ills of tobacco, although Webb himself admits to being someone who has chewed tobacco for many years, and certainly fighting discrimination of any sort is a worthy goal. Wilson's charge has been discredited by a Senate investigation,1 but what remains unanswered are questions arising from what is now known about French intelligence's role...The role of France and Wilson in undermining Bush's case for war looks particularly curious in light of disclosures about Saddam Hussein's bribery of foreign political and business figures during the course of the Oil-for-Food program from 1996 to 2003. In 1999, French intelligence had begun investigating the security of uranium supplies in Niger, where uranium production was controlled by a consortium led by the French mining company COGEMA, a division of the French state-owned nuclear energy firm AREVA. Wilson, a lifetime Francophile, had spent the bulk of his diplomatic career in former French African colonies like Niger.7 His second wife from 1986 to 1998, Jacqueline, had served the French embassy in Burundi as a " cultural counselor " (a function often used as a cover by French intelligence).8 From Wilson's experience in Niger he was familiar with the Niger uranium industry. Additionally, he had worked in Iraq during the days leading up to the Gulf War. (Intriguingly, on the eve of Iraq's invasion of Kuwait Wilson had dined at the home of an arms dealer who bought weapons for Iraq from France; a Vanity Fair profile on Wilson mentions his wife's presence at this event, but Wilson's book states " I was the only guest. " ).9 Wilson ran his company out of the offices of an investment company called Rock Creek Corporation. Rock Creek was controlled by Mohammed Alamoudi, whom Wilson had met in 1997 at a reception organized for the World Bank by Westar Group. Alamoudi was a member of the Saudi- Ethiopian Alamoudi dynasty, which was heavily invested in the segments of the African economy Wilson was seeking to penetrate. The Alamoudi-affiliated company Delta Services—a Swiss subsidiary of the Saudi company Delta Oil—handled Iraqi oil export contracts in 2000 and 2001 and was revealed in 2003 as a recipient of Iraqi Oil-for- Food vouchers channeled through Abu Abbas, a Palestinian terrorist with Iraqi connections. Delta Services also cooperated with Afghanistan's Taliban regime in a project to build an oil pipeline from Afghanistan to Pakistan, prior to this project's suspension in 1998. In 1999, Alamoudi was accused by USA Today reporter Jack Kelley of heading a bank which was being investigated for financing Al Qaeda. USA Today printed retractions of several details in Kelley's article in 2004, after another member of the Alamoudi family—Abdurahman Alamoudi, a prominent American Muslim lobbyist—was indicted on terror-related charges involving a Libyan-backed conspiracy to assassinate Saudi Arabia's Crown Prince Abdullah. Abdurahman was ultimately convicted in October 2004 and sentenced to 23 years in prison.12 Under Mohammed Alamoudi's direction, Rock Creek was chaired by Elias Aburdene, an Arab-American international banking advisor and lobbyist who had previously advised banks linked to organized crime and intelligence community figures involved in the S & L Scam. In 2003 and 2004 Aburdene donated to the Sandhills Political Action Committee, which was affiliated with Senator Chuck Hagel, 13 a leading Republican critic of the Bush administration's Iraq policy.14 While Wilson was pursuing his foreign investment ventures, he also served as a foreign policy advisor to the 2000 Presidential campaign of Al Gore. A company the Gore family had a long-term relationship with, Occidental Petroleum, shared business interests with Alamoudi- affiliated companies in Africa and the Middle East, and employed as Vice President for Middle East business Odeh Aburdene,24 who shared a complex network of relationships with Rock Creek's Elias Aburdene and Joseph Wilson—notably, all three contributed to Arab-American Congressional Caucus leader Nick Rahall,25 who supported Muslim lobbying groups linked to terrorists and opposed military action in Iraq.26 Abdurahman Alamoudi also contributed to Rahall, and sat on the steering committee of Arab Americans for Clinton/Gore `96 along with his associate James Zogby, who later advised Gore's 2000 Presidential campaign.27 Wilson had worked as an aide to Gore from 1985 to 1986 and had developed a friendly relationship with him. Wilson says Gore was the first person outside the State Department to contact him expressing support when he was caught in Iraq in the middle of the diplomatic crisis leading up to the Gulf War. In 1997 Gore recommended Wilson to President Clinton to help him plan a trip to Africa. When Wilson began publicly opposing Bush's Iraq policy in 2002, Gore was still considered a potential candidate in the 2004 election. Several countries have the capability to reprocess North Korea's spent fuel, but only two—the United Kingdom and France —have companies that offer commercial reprocessing services.\3 These companies also have direct experience in reprocessing magnox fuel— the type of fuel used in North Korea `s 5-MW(e) reactor.\4 Two companies provide commercial reprocessing services—British Nuclear Fuels plc. If the spent fuel is reprocessed, the separated plutonium and uranium would be purified and converted into stable compounds that can be safely stored until final disposal.\6 The separated uranium and plutonium could be used as fuel for a nuclear power reactor. If not used as fuel, the plutonium would be disposed of in an underground radioactive waste repository, and the uranium would be stored for its economic value and potential use. Subsequently, Iraqi pilots and technicians underwent fourteen weeks of intensive training at an airbase at Cuers. " " On the morning of 7 October 1983 five Super Etendards left the Brittany base of Landivisiau, staging at Corsica before eventually making a rendezvous with the aircraft carrier Clemenceau in the Mediterranean . It is a clandestine Iranian military nuclear program, " But what of that other nation that poses a serious risk of deliberately or inadvertently providing nuclear weapons to Islamo- fascist terrorists? This other nation was willing to give atomic weapons potential to Iraqi dictator Saddam Hussein. This other nation that may beget a world of atom-wielding Ayatollahs is France itself. At least three paths could lead to the French arming Islamists with nuclear weapons. The first path to this doomsday nightmare came to public attention in June 1981, when Israeli warplanes destroyed a nuclear reactor 18 miles south of Baghdad . This Osirak reactor was being built by the French for Saddam Hussein, who had already used nerve gas on his own people and on Iranians. Hussein had already described himself as the reincarnation of the ancient Babylonian king and mass murderer Nebuchadnezzer II who destroyed Jerusalem around 586 BCE. Had Israel not carried out this preemptive act of Assertive Disarmament weeks before the reactor became operational, Hussein could have fabricated nuclear weapons from this reactor's radioactive output by the time he invaded neighboring Kuwait in August 1990. The threat that Hussein could then unleash radioactive devastation on nearby Iranian and Saudi Arabian oil facilities might have made him too dangerous to attack.... France is among the world's leading sellers of nuclear reactors and reprocessors and sellers of radioactive reactor fuel. Days after President George W. Bush struck a nuclear power deal last week between the U.S. and India , for example, a high member of France `s National Assembly on Sunday quietly dropped the news to Reuters that France has agreed to help develop a " peaceful " nuclear power program for oil-rich Libya `s dictator and longtime terrorism backer Col. Mohammar Qaddafi. Amid the controversies over whether Saddam Hussein attempted to procure radioactive material in Africa, few bothered to note that the country at the center of this discussion is a former French colony, Niger . One of the biggest uranium mine owners and dealers in processed uranium in Niger is COGEMA, historically 82 percent owned by the French Atomic Energy Commission and now a subsidiary of the French- controlled French-German consortium Areva, a major worldwide nuclear reactor manufacturer and seller.... But, as nuclear scholar Henry Sokolski reported in 2004, " the French firm Areva, " like its international reactor-marketing competitors, has been " so eager to sell China nuclear-power plants that they and their governments are turning a blind eye to…a Chinese deal to sell Islamabad (Pakistan) a large reactor. " Pakistan, the one Islamic nation that already has atomic weapons, has refused to sign the nuclear Nonproliferation Treaty (NPT). Pakistan `s chief atomic weapons scientist secretly provided nuclear materials and nuclear bomb-making information to other Muslim states, but after brief imprisonment for this crime he was recently set free by his government. The French government not only approved selling its Osirak reactor and ample radioactive fuel to Saddam Hussein but also threatened to use its veto as a permanent member of the United Nations Security Council to prevent Hussein's overthrow. It later came to light that several of French President Jacques Chirac's closest political allies were being given millions of dollars worth of oil certificates by Hussein under the United Nations Oil-for-Food program that controlled Iraqi oil sales. Was there also a secret deal with Hussein involving COGEMA, Areva, the French Government and Niger ? Can a French Government that was willing to put nuclear weapons ingredients into the hands of Saddam Hussein be trusted to keep such materials out of the hands of oil-rich Islamist fanatics? Is France again willing to sell doomsday weapon capability if the price is right?...(If the world were sane, of course, France would have forfeited its nuclear weapons and materials after the Osirak reactor it was building was destroyed. France has shown that it lacks both the morality and maturity to be trusted with these dangerous tools the U.S. and Britain gave it – along with a permanent seat on the Security Council – following the French complicity with Hitler during World War II.)... It appears many of us missed a few important connections: One aspect of her background so far comparatively unexamined is her West African uranium connection. She served in a key government position concerned with West African nations producing yellowcake uranium at the same time that Joseph Wilson was working in the area. The two may be considered members of the " yellowcake community " within the Clinton national security apparatus of the 1990s. There are more questions than answers for the moment, but yellowcake uranium is not only of strategic importance for WMD purposes, it is also a highly profitable commodity traded under UN supervision and restrictions, a set of circumstances known to produce extraordinary opportunities for both profit and corruption, as in Oil-for-Food. These comparatively still waters may run deep. Investigators equipped with both subpoena power and security clearance may be called for. Mary McCarthy held positions in both African and Latin American analysis desks at Langley while Wilson was U.S. Ambassador to the Gabonese Republic from 1992 to 1995. Gabon was a producer of yellowcake uranium. Wilson `s powerful position in Gabon from 1992 to 1995 raises questions about his official trip to Niger to discredit President Bush's claim that Iraq had sought quantities of uranium from Africa . During his time in Gabon , Wilson must have been deeply knowledgeable about uranium production and trade there, and must have been familiar with officials of the French energy giant COGEMA, now consolidated into the French Areva Group, a firm closely involved with the French government which appoints members of its board. Joe Wilson has his own French connection. So, who better to send to Africa to dig up dirt to refute intelligence findings of both the US and Great Britain concerning the Iraq-Africa yellowcake trade? The article then goes into great detail about the loophole the UN instituted to allow: certain nuclear materials to be maintained and traded even by countries known to be covertly developing a nuclear capability or who supported terrorist groups…. Speaking of dealing in commodities, this whole affair brings us back to square one and Mary McCarthy. One of her previous employers was Beri, SA. Possibly by coincidence Beri provides a Mineral Extraction Risk Assessment service for up to 145 countries that are expected to show rapid growth in oil, gas, and mineral extraction capacity. If one had advance access to economic intelligence and had fostered close business ties over the years with uranium producers, huge financial gains would be possible…. Getting a little fishy in here as AJ Strata notices: the Italian story mentions Senator Jay Rockefeller and his unique efforts against the invasion of Iraq . Among them is mention of " the relationship of the Senate American " . The story links the UN Oil For Food program and the Uranium trade (which I showed was possible in previous posts). Then the story talks about a connection: " the French of the Cogema are in transactions with the magnates of the oil, comprised the group Rockefeller American. " Wow. COGEMA is the French company… that runs the Niger mines and monitors the uranium. Now I understand what Mac Ranger meant by this comment: In the coming days you will see why Senator Rockefeller HAD to make such an emergency visit to Syria in 2002. I had not made the connection until now that Wilson and Rockefeller both raced to the region in 2002! Maybe the heads up Rockefeller was giving Bathaast Bashir (and therefore Baathist Hussein) was not just about the pending war. The timing is right. Wilson went to Niger in February 2002, Rockefeller went to Syria in January 2002. So far Mac has been dead on in his predictions. This one is going to be a doozy. Roush, U.S. Marine Corps (Retired)When James Webb wrote " Women Can't Fight " for Washingtonian magazine in 1979, he initiated an assault that continues to the present day. The assault primarily is on women, but it extends much further. It is an assault on the Naval Academy and on the naval service. . . . It is an assault on civilian control of the military and ultimately on the constitutional constraints that define the relation between citizen and soldier. His 1981 book, A Sense of Honor, continued to press certain elements of the assault. In particular, it decried congressional legislation regarding hazing. In an article entitled " The War on the Military Culture " in The Weekly Standard in January 1997, he returned again to some of the basic themes that have marked his writings over the years. The content of James Webb's writing matters for several reasons. First, he is a person of influence—a highly decorated small-unit combat leader, an accomplished writer, a former Secretary of the Navy. Second, his writings are an appeal to the politics of resentment, one result of which is to foster cynicism toward the institution and the profession. Third, many midshipmen continue to refer to his ideas and to be shaped by them in their formative years of preparation for future leadership roles in the Navy and Marine Corps. Accordingly, it is worth giving careful attention to what I see as his central themes.Theme #1: Stress is fungible and is the means by which warriors are made at the Naval Academy.Webb seems to believe that response to stress generalizes almost without limit. In other words, if one learns to deal with one kind of stress, one is assured of being able to deal with all other kinds of stress. He uses this theory to defend the use of physical abuse at the Naval Academy.The argument goes something like this: Being abused physically by those in power is stressful. Combat also is stressful. Learning to endure the stress of physical abuse therefore will allow one to face the stress of combat without being debilitated by it. This belief undergirds the notion that the way for a midshipman to become a warrior is to submit to a regimen of pervasive, arbitrary physical and psychological abuse at the hands of other barely post-pubescent midshipmen who have never heard a shot fired in anger. These slightly older midshipmen, despite their utter lack of combat experience, will know how to create warriors. They will harass, haze, and brutalize. Then they will separate the victims into two piles: the worthy and the worthless. Those who submit to and thrive on brutality will be the worthy; those who do not tolerate it or do not thrive on it will be counted among the worthless. This theme is central to " Women Can't Fight. " Webb apparently believes he owes his prowess on the battlefield to the fact that, as a midshipman at the Naval Academy, he was severely beaten with a cricket bat by a group of upperclassmen and otherwise exposed to physical assaults. It is a major point in A Sense of Honor that a plebe is indoctrinated by being severely stressed by an upperclassman—never mind that in the process the upperclassman violates the hazing laws legislated by Congress. From this perspective, A Sense of Honor is an object lesson in and a glorification of the violation of congressional legislation. Because Congress is granted the right to make laws governing the armed forces by the Constitution, the book is also a model of how one violates one's commissioning oath to support and defend the Constitution without any mental reservation or purpose of evasion. Stress always has played a part in plebe training, but not always did it extend to the type of physical abuse Jim Webb recounts. Vice Admirals William Lawrence and James Stockdale (here, addressing the Brigade of Midshipmen), both distinguished leaders and warriors, noted that their Naval Academy experience did not include such abuse. Theme #2: Women at the Naval Academy preclude the development of warriors.In " Women Can't Fight, " Webb expresses the view that the presence of women poisons the preparation of men for combat command and that the process of training for combat leadership at the Naval Academy has been sterilized as a result. Consider the implications of this particular theme: If the presence of women in the college experience prevents the brutality that is necessary to the inculcation of warriorhood, the Marine Corps is in deep trouble. After all, Naval Academy graduates are a minority within the Marine Corps officer cadre; most of that cadre went to college with women and missed out on being physically abused by upperclassmen. Does that mean that the majority of the officers in the Marine Corps are incompetent warriors?The answer, of course, is no; non-academy Marine Corps officers learn to be warriors at Quantico, which is the same place Naval Academy graduates learn to be the kind of warriors the Marine Corps wants. Theme #3: Military women are the beneficiaries of a pervasive, pro- women double standard. In " Women Can't Fight, " Webb grumbles that women are advantaged at every turn. He is incensed by the fact that the media spend more time interviewing women than men, thereby conferring on women undeserved attention and falsely inferred merit. From the beginning, there has been complaining about the fact that there are differences in the physical readiness tests. The women, it turned out, could receive a given grade with lower scores than were required from the men for the same grade. Of course, the men seldom mention the fact that they are allowed to weigh about 30 pounds more than a woman of their same height before being placed on a weight-control program. When that difference is pointed out, they tend to have a sudden burst of insight in which they see that physiological and anatomical differences really do need to be taken into account.The unwarranted litany of half-truths with regard to alleged double standards creates—and, in my judgment, is calculated to create—resentment among the men.There is a particular aspect of the politics of resentment on which Webb's writings seem fixated, namely, resentment against those who ascribe leadership abilities to women. He asserts in " Women Can't Fight " that women were being rated higher in leadership by officers than they had been by their male peers. Things had gone so far by the time Webb wrote his article that peer ratings had been discontinued. Webb was mortified; this meant that there was no way for a woman's male peers to prevent her from being assigned to leadership positions, given what he saw as the craven propensity of the company officers to impute unmerited favor to female midshipmen.Webb does not explain why those male company officers, who had graduated from an all-male Naval Academy in which physical abuse was the order of the day, would be so lacking in moral courage, so unable to deal with the stress engendered by pressure from above that they would lie on command about the abilities of the women in their companies. The implication is that women were unworthy and that all the men knew this, but the officers were under pressure to artificially and unfairly build them up. Only their male peers would tell the truth about women on their peer evaluations.The reality was somewhat different. The male peers were secreting bigotry from every pore. There was not the slightest possibility that the women would be rated fairly by the men, who deplored their very presence at the institution. Further, there is no possibility that Webb did not know this; in " Women Can't Fight, " he frequently quoted male midshipmen's disparaging comments about women. Nothing so disadvantages a person as to be psychologically rejected by his or her peers; to be told both blatantly and more subtly that you are not wanted; to have your competence questioned on the basis of invidious comparison. However difficult plebe year may have been for men when Webb was a midshipman or at the time " Women Can't Fight " was published, it was made even more difficult by an order of magnitude for women by the threat and practice of bigotry. When an upperclass leader uses his position of power to refer publicly to a female midshipman in degrading and humiliating gender-related terms, when she must listen to and even participate in demeaning marching chants in which she is the object of ridicule, the stress engendered far exceeds that of a beating with a cricket bat. The consequences of that kind of psychological sadism include evisceration of her self-esteem and instruction for her peers that she is an inferior being; that she does not belong; that she is a prime candidate for the " worthless " pile. Nothing could more rapidly destroy unit cohesion. " Women Can't Fight " has been the single greatest purveyor of degradation and humiliation on the basis of gender that academy women have had to endure. Men, on the other hand, were not mocked or ridiculed because of their gender. They were not required by their peers to go outside their own identity to avoid overt harassment. They did not face the threat of psychological isolation. In other words, men were unstressed relative to women.According to Mr. Webb's dictum, then, every woman graduate thereby is more prepared to be a warrior than all of her male counterparts.The tragedy of all this is that the interference with the integration process, which should not have happened at all, would have been over in a relatively short period were it not for the brooding presence of " Women Can't Fight. " Year after year, this article has taught and continues to teach a certain number of men about the insufferable affront of the presence of women at the Naval Academy.Theme #4: Women in the military remain a gigantic social experiment.As when it was used to oppose the racial integration of the military in the 1950s and 1960s, this argument is an attempt to deceive, to make uninformed persons believe that the only basis on which a particular minority could be deserving of entry into the military is that the military leadership had capitulated to groups with an alien agenda. Those outside groups, it is contended, are intent on furthering their own social and political ends even if the consequence is to diminish the capability of the armed forces to fight and survive.Applying the appellation of social experiment to women in the military, as he does repeatedly in the January 1997 article in The Weekly Standard, Webb continues to disseminate this propaganda. But it is simply not true that women in the military are a social experiment; we have decades of experience by which to assess the performance of women. The issue for women in the Navy for more than 40 years was service on combatant ships and aircraft—the exclusion laws applied there and nowhere else— and we have plenty of data showing that women can fly planes and serve on ships in a superb fashion. Neither of these types of service is a social experiment.Service in the infantry was never the issue for women at the Naval Academy. Nevertheless, a significant portion of Webb's objection to women in any combat role was addressed by demonstrating how difficult it would be for women to serve in the infantry. Webb had to have been aware that the legislative battle was with regard to service on ships and aircraft, but the case against women is, of course, much harder to make in those two realms—hence the shift to talking so extensively about women in the infantry. If this was not an intent to deceive, it was a splendid imitation.Theme #5: An officer's priority of loyalties may be disregarded in the pursuit of ideology. In " The War on the Military Culture " Webb points out that military officers are taught that " policies that were strongly opposed while under consideration will be just as strongly implemented once [they are] decided upon. " That, of course, is a fundamental undergirding of the professional military ethic. Yet, in " Women Can't Fight, " Webb quotes midshipmen who speak words that defame and slander academy women. It seems clear that Webb approves of—and sometimes adds to—this vilification. In no instance does he reprimand the men for their statements, which are in opposition to the legislation passed by Congress that admitted women to the academy. Instead, he urges that male midshipmen who oppose women at the academy should be allowed to say so and to say so without fear of retribution. He calls prohibitions on such activity censorship.If ever there was an action intended to break down or prevent the formation of unit cohesion, it is the action Webb advocates. Urging that midshipmen be permitted publicly to speak out in opposition to the law of the land while they remain on active duty is inexcusable. Leaders are free to disagree up until the decision is made; at that point they either get on board or find another line of work. Midshipmen or officers who insist on proclaiming in public that women should not be at the academy should be ushered out of the military into civilian society, where they may contemplate their bigotry in a setting in which they probably will do less harm.Midshipmen take an oath to support and defend the Constitution. That document contains a provision that grants to Congress the authority to make regulations governing the armed forces. The legislation that opened the service academies to women is a legitimate exercise of that authority. It also is the supreme law of the land as defined by the Constitution. For anyone who has taken the oath of office, obedience is not optional. Midshipmen, from the moment that law was passed in 1975, were under obligation to obey not only the letter but also the spirit of the law. Their duty was to do all in their power to facilitate its implementation. Webb's discussions in " Women Can't Fight " had to have a corrupting influence on male midshipmen, reinforcing the negative views they held, letting them know that an authority figure agreed with their perspective. Theme #6: Webb's experience as a midshipman in the 1960s reflects the experience of all midshipmen before then, as well.Webb describes the Naval Academy as having had a consistent approach until the women arrived. I have no doubt that he describes the Naval Academy culture in 1964-1968 quite accurately— other of his classmates have confirmed much of what he writes—but on the matter of predecessor classes, he fails badly. I graduated 11 years before Webb, in 1957. I never experienced a single moment of physical abuse as a plebe, nor am I aware of any physical abuse being suffered by my roommates or company mates. During plebe summer, the time of most significant stress today, my classmates and I did not even have upperclass present. A solitary, recently commissioned ensign shepherded each company through the two-month process. It was a time in which we learned much, but being away from home was about the most stressful thing we experienced. When the brigade returned in the fall there was plenty of stress, but it did not extend to physical abuse. Nor were we as exhausted as are today's midshipmen; we slept eight hours per night, and our academic load was significantly lighter. I also talked with several of our more illustrious predecessors to find out about their four years at Annapolis. In particular, I was interested to talk with retired Vice Admirals James Stockdale and William Lawrence. These men were prisoners of war for more than five years during the Vietnam War. For his service in the prison camps Admiral Stockdale was awarded the Medal of Honor. Admiral Lawrence served as Superintendent of the Naval Academy during the time " Women Can't Fight " was published. These leaders and warriors confirmed that their academy experience was like the one I knew and not like what Webb apparently has come to believe always existed. Theme #7: Leaders are not necessarily accountable for the performance of their followers.When Webb writes about the 1991 Tailhook convention he advocates an approach that absolves leadership for its obvious abdication of responsibility and accountability. He frequently interprets the events as having been caused by a small number of drunken aviators and rejects the notion that Navy culture was implicated in any way. In an article in The Washington Post entitled " The Navy Adrift, " an adaptation of his speech at the Naval Institute's 1996 Annapolis Seminar, he described Tailhook as an event that should have been in the news for three to five days. His comments then, as always, avoided the larger context of Tailhook.Tailhook is not about some number of drunken aviators; it is only peripherally about sexual assaults and other forms of sexual misconduct. Rather, it is about staggering professional deficiencies—in truth telling; in respect for persons; in military discipline; in subordination of the military to civilian control; in understanding that unit cohesion and hence combat effectiveness is incompatible with bigotry. Webb's attempts to trivialize Tailhook are without redeeming social or military value.When Webb advocates punishing the " few drunken aviators " but never advocates holding the leadership accountable, one wonders if he has the slightest clue about the obligations of command. Writing in the Wall Street Journal in June 1996, Republican Senators Kay Bailey Hutchinson and Daniel Coates pointed out a portion of those responsibilities. Section 5947 of Title 10 U.S. Code establishes the positive obligation of commanding officers to demonstrate " a good example of virtue. . . ; to be vigilant in inspecting the conduct of all persons who are placed under their command; to guard against and suppress all dissolute and immoral practices. " The Senators pointed out that the " statute does not reflect contemporary situational ethics, political correctness, or feminist pressure. It was first set forth in the Regulations for the Navy drafted by John Adams and approved by the Continental Congress in 1775, enacted by the U.S. Congress in 1779, and codified at the express request of the Navy in 1956. " It is an expression of the bedrock culture toward which Navy leadership—and anyone who writes about Navy leadership—should aspire.Mr. Webb's views are not likely to change. Based on the politics of resentment, they are the cause of significant harm to the naval service and to the military in general. They are destructive of unit cohesion. Somewhere along the line it will be important to get into the hands of students, perhaps in a core course, written material that discusses the implications for institutional culture that are embedded in Webb's writing. One thing is certain. Silence will not do. The issue is too important. Then netural ships in the Persian Gulf began coming under attack from both Iran and Iraq. Those of oil-rich Kuwait were of particular concern to the administration. Kuwaiti leaders wanted their oil tankers protected by either Moscow of Washington, and in March 1987 top U.S. officials including Caspar Weinberger, George Schultz aand Admiral William Crowe, the chairman of the Joint Chiefs of Staff, decided to defend Kuwaiti vessels that were navigating the Gulf. Two months later, on May 17th, pro-Iraqi officials such as Weinberger suffered an instant case of political whiplash when a U.S. frigate, the Stark, was attacked by an Iraqi warplane and thirty-seven Americans on board were killed….The Stark incident underscored the increasingly risky state of affairs in the Gulf, and it was followed by a formal announcement from President Reagan that the United States would reflag Kuwaiti oil tankers so that the U.S. Navy could escort them. The explosion of the first missile caused extensive structural damage and flooding. Combustion of the burning propellant of both missiles immediately caused intense fires to build throughout the ship. In what President Clinton described as a " despicable and cowardly act, " 17 U.S. sailors were killed, and over 30 others were wounded. Iraq has already tried to assassinate President Bush Senior in 1993, when he visited Kuwait as a private citizen. In the attack on the USS Cole in Aden (in) October (of 2000), there could have been an Iraqi connection. Iraq has excellent relations with the anti-Western Yemeni Islamists of the Army of Aden-Abyan, whose militants have been arrested by the Yemenite authorities in connection with the attack. Such an attack required long preparations, technical and military skills and good operational intelligence. In addition, the explosive used in the attack was sophisticated, a " shaped charge " like a torpedo or a missile, a device not in use by terrorist organizations, and which may have come from a military stockpile. " While we support regime change in BOTH Saddam Hussein's Iraq and in the Iran of the lunatics who run that country, Webb's pro-Saddam tilt in the Iran-Iraq war had to have helped to keep Iran on its anti-American trajectory. Many editors interviewed for this article would only admit such prohibitions anonymously. I got the chance to ask him about some of the hot topics in the Virginia blogosphere and he had some interesting things to say. " The worst candidate I have ever seen. " " A joke. " " Won't even look you in the eye when he is talking to you. " Who might you ask is he describing? None other than 2006 Democrat senate hopeful Harris Miller. However, Sabato wouldn't go so far as to say that Miller wouldn't be the nominee. While the good Professor didn't shy away from making predictions in any other race he was asked about, he didn't even make a guess on the Democrat senate primary next month. Why? Aside from Democrats not voting for Webb on the basis of his ties to the Reagan Administration, Sabato claimed that there are organized efforts by Republicans to vote in the Democrat primary for Miller on the basis that he is such a horrible candidate and would lose worse than Webb to Allen in November. On George Allen in 2008, Sabato ranks him as one of three GOP hopefuls who have an actual shot at winning the nomination, the other two being John McCain and Mitt Romney. Sabato pointed out the weaknesses of all three candidates—McCain being a maverick in a party that hasn't nominated a maverick since Wendell Wilke; Romney being Governor of Massachusetts which automatically makes him suspect to conservatives; and Allen being more Bush than Bush in a time when W's approval ratings are in the basement. Finally, closer to home, I posed the question to Prof. Sabato about whether PWC Chairman Sean Connaughton has a future at the statewide level in Virginia . Sabato thought that without a doubt he does, but said Connaughton might have to wait a cycle or two in order to give himself a chance to remake his image after he was, as Sabato put it, " unfairly characterized as a Tom Davis-moderate " during the 2005 Lt. Israeli security officials say a large number of Katyusha rockets have been brought into Gaza. Katyushas can travel about 12 miles and can deliver large payloads. Hizbullah fired more than 2,800 Katyusha rockets into Israel in July and August, devastating many northern towns. In August, Islamic Jihad fired a Katyusha rocket into the Israeli Negev. It landed in an empty area. In June the group fired a Katyusha-like rocket that traveled about nine miles.
