I thought it was Jefferson, but much searching has not turned up any quote by him about such a phenomenon. Does anybody know what I am talking about? If so, I would appreciate it if you would point me to the man and to the quote and the book or document in which it is contained. Thank you. In fact, there were several people who espoused the same thing, two of them being Rush and Jefferson.
