Beneath the Veils of the Dubai Deals

As more and more information is revealed about what may lie beneath

the veils of the Dubai Deals we become increasingly concerned about

the security of America.

Whether or not the plan of the people behind the deal is the

simultaneous detonations of nuclear weapons at all of the ports

involved, the fact is that simultaneous detonations of nuclear

weapons at all of the ports involved would kill almost every single

person in the United States. Giving such a capability to Dubai

et.al. does not seem wise. Even if the powers that be in Dubai today

were saints, who can say what powers may someday control Dubai. We

need only look to the recent overwhelming victory by the terrorist

thugs who call themselves " Hamas " to recognize that though we may

hope for the best in life, it is wise to expect the worst, and to

plan accordingly. We oppose the Dubai Deals. We hope that they can

after all changed his mind on the Harriet Miers nomination, even

though Ms. Miers was an old schoolmate of First Lady Laura Bush, to

change his mind on the Dubai Deals and to block them. Please also

tell President Bush to declare that he no longer supports the

creation of a so-called `palestinian state'. We must not reward

terrorism by creating yet another terrorist state.

We would hate to see the legacy of President Bush, who we strongly

supported in the 2004 election because he had the courage to

liberate Iraq and Afghanistan, and to resolutely wage war on terror,

become the legacy of someone who permitted the destruction of the

United States by the simultaneous detonations of nuclear weapons at

all of the ports involved in the Dubai Deals.

We want President Bush to go back to being the man we supported in

2004. Lately President Bush seems to have become transformed into

the mythical " President Charles Logan " ,

Scope of Dubai firm to stretch from Maine to Gulf of Mexico

scheduled to take over operations at 22 U.S. ports, not six as

previously reported by most major media.

According to the website of P & O Ports, the port-operations

subsidiary of the London-based Peninsular & Oriental Steam

Navigation Co. (P & O), DPW will pick up stevedore services at 12 East

Coast ports including Portland, Maine; Boston; Davisville, R.I.; New

York; Newark; Philadelphia; Camden, N.J.; Wilmington, Del.;

Baltimore, Md.; and Virginia locations at Newport News, Norfolk, and

Portsmouth

Additionally, DPW will take over P & O stevedoring operations at nine

ports along the Gulf of Mexico including the Texas ports of

Beaumont, Port Arthur, Galveston, Houston, Freeport, and Corpus

Christi, plus the Louisana ports of Lake Charles and New Orleans.

Previously reported have only been P & O Ports' container operations

at New York, New Jersey, Philadelphia, Baltimore, Miami, and New

Orleans. Stevedore services also typically involve the loading and

unloading of containers on and off cargo ships, as well as moving

and storing containers, though often in separate facilities from

where containers are initially loaded and unloaded from the cargo

ships. Thus, while DPW will be operating the container terminal

operations of only the six ports initially disclosed, DPW will be

managing stevedore services, handling containers at a total of 21

ports, located along the Eastern seaboard from Maine to Virginia,

and across the Gulf of Mexico from Texas to Louisiana.

Additionally, the website of P & O Ports North America lists that P & O

provides container services at the Port of Miami, through a

subsidiary identified as P & O Ports Florida, Inc. This brings to 22

the total number of American ports where DPW will be acquiring P & O

operations. On Jan. 24, P & O Ports North America and the Tampa Port

authority announced they reached an agreement to enter into a long-

term contract permitting P & O to operate terminals at the Port of

Tampa for general and refrigerated cargo. By acquiring P & O

internationally, DPW will pick up all P & O operating agreements,

including this one just concluded in Tampa. (.pdf file)

The website of P & O Ports North America brags that " P & O Ports North

America is now the largest independent stevedore and terminal

operator on the U.S. East and Gulf coasts with operations in most

ports from Maine to Texas. "

In reality, DPW is a front-company 100 percent owned by the

government of Dubai. The nearly $7 billion in debt financing put

together by international bankers to finance the DPW acquisition of

P & O was predicated on the A1 Moody's rating of the government of

Dubai, plus the assurance that the " full faith and credit " of the

government of Dubai would guarantee 100 percent repayment of all

loans and interest payments required to debt finance this leveraged

acquisition.

As WND is reporting today, new polling information reveals only 17

percent of Americans favor the deal to turn over control of U.S.

ports to a state-sponsored company in the United Arab Emirates, and

shows a major blow to President Bush's perceived leadership in the

war on terror. "

about some of the connections between Bill Clinton and Dubai, et.

al. Current thinking on the matter is that Hillary Clinton wanted to

get out in front of the story on Bill Clinton's links to Dubai et.

al. by coming out against the Dubai Deals so that her elections

chances in New York in 2006 and nationally in 2008 would not be

harmed by that association.

Hillary Clinton, a leading opponent of DP World's takeover of some

US port operations, was this week forced to admit that she did not

know her husband had advised Dubai leaders on how to handle the

growing dispute.

But former President Bill Clinton's ties to Dubai and the United

Arab Emirates should not have come as a surprise to his New York

senator wife.

Mrs Clinton's own senatorial financial disclosure forms reveal that

her husband earned $450,000 giving speeches in Dubai in 2002.

Officials from the UAE also donated between $500,000 and $1m to fund

Mr Clinton's presidential library in Arkansas.

It was part of an effort by the emirates, said a person close to UAE

officials, to forge a close relationship with a former US president

who is influential and highly regarded in the region.

Mr Clinton's admiration for the UAE was last on display in November,

when he made his fourth visit to the American University in Dubai

and met students participating in the Clinton scholarship programme.

The UAE has also contributed $100m to Hurricane Katrina relief

funds – which Mr Clinton had a leading role in raising.

Mrs Clinton's tough stance that the deal represented

an " unacceptable risk " to national security has caused UAE officials

some consternation.

Regarded as the leading Democratic candidate for the 2008

presidential elections, she has used the deal – which polls show is

disliked by most Americans – and the anti-Arab sentiment it sparked

to attack the Bush administration on national security, an issue

that has been seen as a weak point for Democrats.

Although Mrs Clinton has been careful not to criticise the UAE

directly, her stance has put her in the same camp as legislators who

openly accuse Dubai of helping to finance the September 11 terrorist

attacks and deem the UAE untrustworthy.

Privately, some Democrats see the revelations about his ties to the

UAE as a classic Clinton dilemma. Mrs Clinton told the New York Post

on Thursday that she did not know her husband had been contacted by

Dubai officials two weeks ago and offered them advice on the deal.

Although both Hillary and Bill Clinton say he stands behind her on

the issue and there is no direct conflict, his relationship to the

UAE has complicated her political stance on the transaction.

takeover by hiring some Clinton officials - and Republicans - to

" Saudis, Arabs Funneled Millions to President Clinton's Library

November 22, 2004 LITTLE ROCK, ARKANSAS. - President Clinton's new

$165 million library here was funded in part by gifts of $1 million

or more each from the Saudi royal family and three Saudi businessmen.

The governments of Dubai, Kuwait, and Qatar and the deputy prime

minister of Lebanon all also appear to have donated $1 million or

more for the archive and museum that opened last week….

The computer lists donors by categories that correspond to the size

the library have disclosed their gifts on financial reports that are

available from the Internal Revenue Service. By comparing those

reports with the donor categories on the third-floor computer screen

in the library, The New York Sun was able to match donor categories

with approximate dollar amounts.

The highest tier, " Trustees, " includes donations from 57 individuals,

couples, or other entities. IRS reports reviewed by the Sun show

that the foundations at this level have generally given or pledged

" Carter's Arab Funding May Color Israel Stance

Former president Jimmy Carter, who has recently emerged as one of

the Jewish state's most vocal critics for its current West Bank anti-

terror policy, has been the recipient of tens of millions of dollars

from Arab sources.

Recently, for example, Carter suggested that the U.S. government

should threaten Israel with the possible loss of U.S. aid if it

continues its military offensive in the West Bank.

He also said the U.S. should demand that U.S.-supplied weapons be

used only for defensive purposes.

Mr. Carter's views are often aired by the American media as those of

a neutral mediator—the man who engineered the 1979 Camp David

Accords that has given Israel and Egypt a cold peace in the decades

since.

But far from being neutral, Carter has a track record as a long-time

critic of Israel who has often displayed pro-Arab sympathies.

It was his Carter Center that joined with the National Democratic

Institute to put the seal of legitimacy on the first elections ever

held by Palestinians in the Gaza Strip and the West Bank in January

1996. Voters, who turned out in droves, elected Yasser Arafat

president, and he has been in power ever since.

In 1990 Carter ghostwrote a speech for Arafat, hoping to polish the

Palestinian leader's tarnished image as, at best, being soft on

terrorism. Arafat won the Nobel Peace prize for the Oslo Accords.

In 1989 President Carter interceded with Israeli Defense Minister

Yitzhak Rabin on behalf of activist Terry Boullata, a field worker

for the Palestinian Human Rights Information Center. Boullata had

been imprisoned in November 1987 for allegedly belonging to a

terrorist organization called the Democratic Front for the

Liberation of Palestine. Boullata was allowed out in 1989 to come to

the United States for treatment of hepatitis.

The Carter Center: Follow the Money

But it's the financing behind Georgia's Carter Center and the Jimmy

Carter Library that raises serious doubts that the former president

is, in actuality, a wholly neutral intermediary in the troubled

region.

NewsMax has reviewed annual reports that indicate millions of

charitable dollars have flowed into the center from His Majesty

Sultan Qaboss bin Said Al Said of Oman, Jordan, from the Kingdom of

Saudi Arabia, and from the Government of the United Arab Emirates.

Furthermore, hundreds of thousands of dollars have been donated to

the center by the Kuwait Fund for Arab Economic Development. H.R.H.

Prince Moulay Hicham Ben Abdallah of Morocco has also contributed

tens of thousands of dollars.

There are no corresponding contributions apparent from Israeli

sources, however.

As the center's literature describes, " The Carter Center and the

Jimmy Carter Library were built in large measure thanks to the early

leadership and financial support of the Carter Center founders. "

Three of those generous founders:

Agha Hasan Abedi

On July 5 1991, banking regulators targeted Abedi's Bank of Credit

and Commerce International (BCCI), triggering a worldwide financial

tidal wave. To date, accountants and lawyers have managed to recoup

(discounting fees) $7 billion out of the $12 billion money pit that

fueled the BCCI fraud.

Agha Hasan Abedi, a banker and self-styled mystic on first-name

terms with Carter, created BCCI in 1972. Abedi had charmed seed

money out of Arab sheikhs, organizing camel races and hunting trips.

The Bank of America bought into BCCI as a way of buying access to

the Middle East, holding a 30 percent stake at one point before

dumping its holdings in the late-1970s.

His Majesty King Fahd of Saudi Arabia

Last month Saudi Arabia transferred $15.4 million in advance aid to

the Palestinian Authority. The transfer was made to a controversial

Arab League fund, a product of the recent Arab summit in Beirut.

According to Arab spokesmen, the money was hurriedly contributed due

to the dire plight of the Palestinian people as a result of " vicious

Israeli aggression. "

King Fahd, Crown Prince Abdullah and Defense Minister Prince Sultan

jointly donated $4.8 million to launch the fund pot, while Interior

Minister Prince Nayef bin Abdul Aziz sent an estimated $800,000 to

the families of " 155 Palestinian martyrs " killed in the current

Israeli offensive.

Hasib J. Sabbagh

Sabbagh is the chairman of Consolidated Contractors Co. of Oman,

Jordan. He is also the Senior Fellow for the Middle East of the

Council on Foreign Relations. Founded in 1921, the Council on

Foreign Relations is a membership organization contributing ideas to

U.S. foreign policy. The Council publishes Foreign Affairs, a

leading journal on global issues.

Individual, foundation, and corporate donors, together with

multilateral development assistance programs, support the Carter

Center's current annual operating budget of around $30 million.

Among the center's announced priorities: promoting democracy, global

development, human rights and conflict resolution.

Carter said he has spent much time raising money, but he hopes that

a campaign to raise a $150 million endowment will lighten the load….

the center's executive director for operations, said an estimated

$110 million has already been raised for the endowment.

U.S. Leverage Over Israel

Carter also said that U.S. aid of $10 million a day should give the

U.S. some leverage over Israeli policy… "

BCCI's clients for money laundering included Panamanian General

Manuel Noriega, for whom it managed some $23 million of criminal

proceeds out of its London branches; Pablo Escobar, of the Medellin

cartel; Rodriguez Gacha, of the Medellin cartel; and several members

of the Ochoa family.(48)

Bribery

Bribery was a key component of BCCI's strategy for asset growth

worldwide, from the earliest days of the bank. In some case, the

recipients of funding from BCCI may not have considered the payments

to be " bribes, " but simply a mechanism by which BCCI obtained what

it wanted from an official, and in return the official helped BCCI,

such as BCCI's payments to two of the Gulf emirs in return for the

use of their names as nominees for the purchase of First American.

In other cases, the bribes were naked and direct quid pro quos, such

as BCCI's payments to Central Bank officials in return for Central

Bank deposits in countries like Peru. In other cases, BCCI made

campaign contributions to politicians, such as it did with General

Zia in Pakistan and Carlos Andres Perez in Venezuela. In still other

cases, BCCI's payments came in the guise of charitable

contributions, and provided BCCI with an entree to generate deposits

from others, as in the case of President Jimmy Carter. Among the

Americans who BCCI provided with financial assistance in addition to

Carter, were U.S. Ambassador to the United Nations Andrew Young,

Bert Lance, and Jesse Jackson. Abroad, important figures with

extensive contact with BCCI included former British Prime Minister

James Callahan, then United Nations Secretary General Javier Perez

de Cueller, Jamaican prime minister Edward Seaga, Antiguan prime

minister Lester Byrd; a large number of African heads of state; and

many Third World central bank officials.

The courting of important governmental and political figures was a

task ordinarily undertaken directly by Abedi, usually with

considerable secrecy. Typically, a local BCCI official would make

contact with a key national political figure, who would then be

passed on to Abedi. Abedi would then assess that official's needs

and try to put together a transaction suitable to the official's

status and needs. (49)

In some cases, Abedi would not make a " bribe " per say, but would

instead use BCCI's resources to build goodwill, which he in turn

would then make use of to generate assets elsewhere. This was

Abedi's approach, for example, with President Jimmy Carter, who

received millions of dollars in BCCI funding for charitable

activities, and then travelled with Abedi to developing nations,

providing Abedi with entry to their leaders and, often, the assets

of their central banks.(50)

Abedi used a similar approach with Jesse Jackson and Andrew Young,

both of whom had business expenses paid for by BCCI, and either

solicited business for BCCI in return, or offered to do so. (51)

When it came to General Noriega, bribes were unnecessary, as BCCI

provided the far more important service of laundering $23 million of

his money and keeping it safe from other governments and his

eventual successors in Panama by insuring its disappearance

following his indictments. But to demonstrate BCCI's hospitality,

the bank still made sure that it provided Noriega with an expensive

gift—a $25,000 persian carpet, hand delivered with Abedi's regards

to Noriega by Alauddin Sheikh.(52)

In other cases, however, BCCI would make direct payments to key

officials, sometimes in suitcases filled with cash. As BCCI officer

Abdur Sakhia stated in interviews with Subcommittee staff:

Abedi's philosophy was to appeal to every sector. President Carter's

main thing was charity, so he gave Carter charity. [Pakistani

President] Zia's brother in law needed a job, he got a job.

[bangldeshi President] Ashraf's mistress needed a job, she got a

job. Admission of your son to a top college, he would arrange it

somehow.(53)

According to Sakhia,

There was a world wide list of people who were in the payoff of

BCCI. It was my understanding this included the family of Indira

Ghandi, Ashad of Bangladesh, and General Zia. In Africa, most of the

leaders of Africa in Zambia, Zimbabwe, Mugabe, and others, were all

understood to have received money.(54)

According to both Sakhia and BCCI's Paris manager, Nazir Chinoy,

BCCI official Alauddin Sheikh would sometimes take cash to people at

Abedi's request.(55) Both officials stated that they understood that

Nigerian central bankers were paid off in cash by Mr. Sheikh at a

World Bank meeting in Seoul, Korea.(56)

Chinoy said that such payments were typically made in great secrecy,

but that it was obvious to him and others at BCCI what was going on.

He described one such apparent payment by Abedi to President Mugabe

in Zimbabwe.

I accompanied Mr. Abedi and Mr. Sheikh to the opening of a joint

venture with Zimbabwe. I believe that to get permission to open that

venture, money was paid to President Mugabe and to Nkomo. The basis

I am making this statement was that when I went there with Mr.

Sheikh, I was acting as Mr. Abedi's personal assistant or secretary.

Mr. Sheikh went off on his own to see Nkomo who was the chief

opposition at that time, and then he went off to see President

Mugabe, and when they talked they wanted me out of the room. A

number of us were there for the opening. But only Sheikh and Abedi

left in the room with these two political figures. Otherwise I was

accompanying him and acting with him. Sheikh carried a bag with him.

At the time I had a suspicion that you don't get permission as a

foreign bank so easily without a payment. Without favors, it

wouldn't be so easy to get a bank that fast, especially given the

opposition of the British banks who were already established there.

And I can think of no other reason for the exclusion of everyone but

Sheikh and Abedi.(57)

The New York District Attorney's indictment of BCCI alleged that in

1986 and 1987, BCCI president Abedi and number two official, Swaleh

Naqvi, opened a bank account in a Swiss bank in Panama to " transmit

bribes and kickbacks in the amount of a percentage of the deposits

maintained by the Central Reserve Bank of Peru to the two senior

officers of that bank, " in a total amount of $3 million, in return

for Peru maintaining large central bank deposits in BCCI.(58) These

bribes were paid following a meeting involving BCCI officials and

Peruvian president Alan Garcia. According to BCCI official Akbar

Bilgrami, the purpose of the meeting was to make sure that President

Garcia would not undercut the decision by the Central Bank and that

if the payments were made to the Central Bankers, BCCI would indeed

receive the Peruvian deposits in return. Upon returning from Peru,

Shafi told Bilgrami that Garcia had given his blessing to the

transaction.(59)…

Support of Terrorism and Arms Trafficking

BCCI's support of terrorism and arms trafficking developed out of

several factors. First, as a principal financial institution for a

number of Gulf sheikhdoms, with branches all over the world, it was

a logical choice for terrorist organizations, who received payment

at BCCI-London and other branches directly from Gulf-state patrons,

and then transferred those funds wherever they wished without

apparent scrutiny. Secondly, BCCI's flexibility regarding the

falsification of documentation was helpful for such activities.

Finally, to the extent that pragmatic considerations were not

sufficient of themselves to recommend BCCI, the bank's pan-third

world and pro-Islam ideology would have recommended it to Arab

terrorist groups.

Arms trafficking involving BCCI included the financing of Pakistan's

procurement of nuclear weapons through BCCI Canada, as documented in

the Parvez case, involving a Pakistani who attempted to procure

nuclear related materials financed by BCCI through the United

States. (61)

In a November 22, 1991 letter to the Subcommittee, the CIA stated

that " the Agency did have some reporting [as of 1987] on BCCI being

used by third world regimes to acquire weapons and transfer

technology, " but was unwilling to elaborate on the nature of this

activity in public.(62)

In early August, 1991, the Committee was provided with documents

from the Latin American and Caribbean Region Office (LACRO) of BCCI,

describing the offer for sale by the Argentine air force of 22

Mirage aircraft for $110 million. (63) The planned sale was to have

been made to Iraq, as part of Saddam Hussein's massive military

buildup prior to the Gulf war. BCCI was acting as the broker for the

transaction, which was to take place in August or September of 1989,

but not completed as a result of a dispute within the Argentine

military itself.(64) Arms sales involving BCCI from Latin America to

the Middle East remain, as of April 1992, under active investigation

by U.S. law enforcement.(65)

Abu Nidal

In the United Kingdom, a key window on BCCI's support of terrorism

was an informant named Ghassan Qassem, the former manager of the

Sloan Street branch of BCCI in London. Qassem had been given the

accounts of Palestinian terrorist Abu Nidal at BCCI, and then

proceeded, while at BCCI, to provide detailed information on the

accounts to British and American intelligence, apparently as a paid

informant, according to press accounts based on interviews with

Qassem.(66)

As of 1986, the information obtained about Abu Nidal's use of BCCI

was sufficiently detailed as to justify dissemination within the

U.S. intelligence community.(67)

In July, 1987, as a result of the information provided by Qassem, a

State Department report concerning Abu Nidal and Qassem,

declassified in 1991 at the request of the Subcommittee, describes

Abu Nidal's use of BCCI.

The ANO commercial network comprises several businesses created over

the past seven years with the long-term goal of establishing

legitimate trading enterprises in various countries, gaining

experience in commercial trade, and making a profit for the

group. . . The general manager of the commercial network and the

principal agent in gray-arms transactions is Samir Hasan Najm al-Din

(Samir Najmeddin). He has directed many of ANO's commercial

activities, both licit and illicit, from his offices in the INTRACO

building in Warsaw, Poland.. . . He has maintained a general account

at a major West European Bank [bCCI in London] from which he

transfers money to individual company accounts at local banks. He

maintains joint control of each company's ban accounts, along with

the company manager, and he is responsible for forwarding all major

contracts to Sabri al-Banna for final approval.(68)

Following dissemination of this material by the U.S., the U.S.

coordinated efforts to shut down the financing of the activities

exposed in its targeting of Abu Nidal through BCCI-London, with some

success.(69)

Other terrorist groups continued to make use of BCCI, including

one " state sponsor of

of terrorism, " and the Qassar brothers, Manzur and Ghassan, who have

been associated with terrorism, arms trafficking, and narcotics

trafficking in connection with the Government of Syria, and with the

provision of East Bloc arms to the Nicaraguan contras in a

transaction with the North/Secord enterprise paid for with funds

from the secret U.S. arms sales to Iran.(70) "

For decades Sheikh Zayed bin Sultan Al Nahyan, Emir of Abu Dhabi,

who has died aged 86, epitomised the cluster of desert

principalities that constitutes the United Arab Emirates (UAE). He

had been ailing for some years and had a kidney transplant in 2000.

He created the entity from virtually nothing on December 2 1971, and

optimists believe its strong institutions will survive even his

departure.

Undoubtedly, the Sheikh fostered a sense of Emirati unity as its

president. He wrested the UAE from sleepy backwardness, and

transformed it into a modern economic dynamo. In 1971, the UAE had

180,000 largely rural, tribal inhabitants. By the 21st century, its

population exceeds three million…Politics was very much a family

business. Zayed rejected multi-party democracy as " transitory and

incomplete, engendering dissent and confrontation " . Re-elected UAE

president every five years by a conclave of fellow emirs, Zayed

populated his cabinet with relatives…His championing of the

Palestinian cause, however, often raised Washington's ire. When

President Richard Nixon began arming Israel during the October 1973

war, the UAE imposed a total oil boycott on the West. Some say it

was Zayed who forced a more cautious Saudi Arabia to follow

suit. " Arab oil is not dearer than Arab blood " pronounced the

Sheikh - one of many bons mots that he bequeathed to the political

lexicon….In 1999 he led a pan-Arab campaign against the Disney

organisation, after it depicted Jerusalem as Israel's capital in a

global village exhibition. Many Palestinian institutions bear his

name, indicative of his largesse….Zayed opposed sanctions on Iraqis

and in 1995 demanded Baghdad's rehabilitation into the Arab

fold….Human rights monitors condemned the kidnapping of four-year-

olds for use as camel jockeys - a practice banned in September 2002.

Three out of every four UAE inhabitants are foreigners - Indians,

Pakistanis, Iranians, Lebanese and the odd British expatriate.

Rumours of xenophobia are rife. Only Sunni Muslims can be

naturalised, alleged Christian proselytisers are deported, marriages

to outsiders are effectively forbidden. Prison conditions can be

atrocious and financial fraud has rocketed…. "

the situation in his country, and what happens to his people.

two gardens.

The funding agreement was signed by Palestinian Housing Minister

After he thanked the UAE head of state for the initiative, the

Palestinian official hoped that construction works will start soon

next three years.

The company, estimated to be more than $1 billion in worth, would

own a portfolio of hotels in the middle east and Africa which

Moving the money...

In the welter of events following the bombing of the World Trade

Center in Feb. 26, 1993, few noticed that the first man arrested,

Mohammed Salameh—the poor, unemployed illegal immigrant—

offered $5 million for bail. Where could he get this kind of money?

The judge refused bail. But was the source of Salameh's offer the

same as the one that funded the eight men—arrested shortly

afterward—who planned to blow up Manhattan's tunnels and bridges

and to assassinate public officials?

Were the same money sources behind the final attack on the World

Trade Center on Sept. 11?

.... For a long time, there has been evidence that terrorist,

international drug trafficking and criminal organizations use the

same fund-raising methods to enrich themselves.

Yet no one seemed to connect the dots. And no one seriously tried to

crack down on their financing.

…According to a State Department report, the Taliban, who are at bin

Laden's service, has the advantage of controlling the world's

largest heroin production and distribution in the world.

Since the Taliban took over Afghanistan, the heroin production

soared to hundreds of tons each year. In 1999 alone, the world

production of heroin was estimated at 500 metric tons; 400 were

produced by the Taliban and available to fund bin Laden and his

associates worldwide. First warning

The writing was on the wall on July 5, 1991, when the Bank of

England shut down what was the most important Islamic bank in the

world, the Bank of Credit and Commerce International (BCCI). This

criminal entity was created by the Pakistani Aaga Hassan Abedi " to

fight the evil influence of the West " ; to help with the creation of

the " Islamic Bomb " ; to finance all Muslim terrorist organizations;

and to launder the money that was generated mostly by illicit drug

trafficking and other illegal activities, including arms

trafficking.

When BCCI went belly up, we learned from thousands of documents that

Abu Nidal—the notorious Palestinian terrorist organization that

now enjoys the hospitality of Iraq's Saddam Hussein, the Palestine

Liberation Organization (PLO), Hezbollah and bin Laden—had

accounts in the bank. By the end of the 1980s, the " special

services " provided by BCCI included access to Western humanitarian

and international development funds, as well as drug money

laundering, secret transfers of cash and bribes.

A " Black Network, " a special enforcement unit supported by Abu Nidal

and other terrorist organizations, operated from Pakistan. The same

Pakistan that harbored bin Laden for many years while its officials

told the United States that they didn't know his whereabouts. And

the same Pakistan that for decades, even according to the State

Department's annual report, had been a major drug trafficking and

money laundering center.

Western blindness

Yet, now more importantly, we also discovered that the American and

British governments knew and kept the bank open for a long time. The

bank " that would bribe God " was able to get away with its criminal

activities for decades due to Abedi's clever portrayal of the Muslim

nations as victims of Western—and particularly U.S.—

" imperialism. " And when the bank was shuttered, the accusation in

the Muslim/Arab and Third World countries was that the U.S. and the

United Kingdom governments closed the bank to curtail the growing

fiscal power of Muslim countries.

Like Abedi, anti-American, anti-Western terrorist and radical Muslim

states and organizations, such as the Taliban, Al Qaeda, Hamas,

Hezbollah, the PLO, Iraq and Iran, use Western democratic rhetoric

to their advantage. But it is the willful blindness, mainly toward

the growing volume of drug money laundering, exercised by Western

bankers on the one hand and Western politicians on the other, that

makes money laundering possible, despite the many laws and

international conventions to control this phenomenon.

The BCCI was the first warning to the West. The second warning about

the abuse of European and American financial markets by terrorist

organizations, as well as their involvement in the illicit arms and

drug trade, was made in February 1994 by the British National

Criminal Intelligence Service (NCIS).

The Organized Crime Unit of the NCIS warned that Middle East

terrorist groups and states were targeting the financial centers of

London, Frankfurt and other Western countries, and that they favor

illegal drug trafficking, money laundering and fraud....

Clinton appeasement

Despite its stated policy of not negotiating with terrorists, the

Clinton administration went out of its way to appease a few of the

20th century's most notorious terror groups: the Revolutionary Armed

Forces of Colombia (FARC), the PLO and the Irish Republican Army.

All are heavily involved in the drug trade.

On the eve of the 1993 handshake on the White House lawn between

Israeli Prime Minister Yitzak Rabin and PLO Chairman Yasser Arafat,

Britain's National Criminal Intelligence Service estimated the PLO's

ill-gotten gains to total between $8 billion to $10 billion, with an

annual income of about $1.5 billion to $2 billion from " donations,

extortion, payoffs, illegal arms dealing, drug trafficking, money

laundering, fraud, etc. "

Since then, Washington has only aided and abetted the PLO. Since the

start of the Oslo process, Arafat has received at least $3 billion

more from the United States and the international community, without

any serious demand for accountability, according to a report this

year to Congress. Arafat, in well-documented instances, has been

systematically skimming off portions of these funds, as he has with

monies given to him on behalf of the refugees in the camps.

The PLO was in the drug trafficking business almost from the

beginning. Operating from Lebanon, under Habash's able leadership

and assisted by a PLO-owned shipping company SUMUD, the organization

exported hashish, opium, heroin and cocaine, first to Europe and

later even to the United States and Australia. In return, it

obtained weapons for their war against Israel and the West, and

amassed a massive treasure trove. In addition, the PLO and Arafat,

who enjoy the financial and strategic support of Hussein and bin

Laden, have the distinction of being the organization that

promoted " suicide bombers " as a weapon.

Yet the Clinton administration subsidized a multitude of radical

Palestinian groups, ranging from Arafat's Fatah branch of the PLO

and its military wing, the Tanzim, to the socialist-nationalist

Popular Front for the Liberation of Palestine (PFLP), headed by

George Habash, all with close ties to bin Laden, Iraq and Iran.

....It was the Clinton White House that, despite evidence to the

contrary, removed Syria from its list of the drug trafficking

countries, to entice Syria to join the " peace process " in the Middle

East.

The failure of that process and the compromises the United States

has made to maintain an illusion of peaceful prospects had no doubt

added to the Muslim radical terrorists' resolve to attack what they

see as a naive and vulnerable America.

In another example of self-delusion, in 1999, then Secretary of

State Madeleine Albright suggested a U.S.-led coalition to negotiate

with the FARC and supported Colombia President Pastrana's " land for

peace " initiative, despite a report from the General Accounting

Office that the FARC is running a major international criminal

enterprise that, among other things, supplies hundreds of tons of

cocaine and heroin to the U.S. black market.

This second Clinton " land for peace " initiative gave half of

Colombia to the narco-terrorist FARC, while doing nothing to

diminish its violence or appetite to control the rest of the

" ABU DHABI: BCCI'S FOUNDING AND MAJORITY SHAREHOLDERS

There was no relationship more central to BCCI's existence from its

inception

than that between BCCI and Sheikh Zayed and the ruling family of Abu

Dhabi.

Abu Dhabi was present at BCCI's creation as one of two providers of

BCCI's

capital. It was BCCI's largest depositor, and its largest borrower,

and for most

of BCCI's existence, its largest shareholder. The relationship

between the two

entities was, as Price Waterhouse told the Bank of England days

before BCCI's

closure, " very close, " with BCCI providing services to the ruling

family of Abu

Dhabi far beyond the ordinary relationship of a bank to either its

shareholders or depositors.(1)

There are numerous examples of the centrality of the Abu Dhabi

relationship to BCCI, and its unusual nature.

In 1972, when BCCI was created, Abu Dhabi shareholders purchased 20

percent of

its stock with an investment of $500,000, and then generously agreed

to have

that interest drop to just over one percent of BCCI just three years

later.

In January, 1978, when BCCI decided to enter the United States and

purchase

shares in Financial General Bankshares, and needed two additional

names, the ruling family of Abu Dhabi supplied them.

In 1980 and 1981, when BCCI needed a purchaser for Bank of America's

shares in

BCCI, and had no one other than its bogus Grand Caymans bank-within-

a-bank,

ICIC, to buy them, Abu Dhabi stepped in once again to increase its

interest in BCCI.

Throughout the 1970's and 1980's, the Abu Dhabi ruling family and

the Abu Dhabi

government placed billions of dollars in deposits at BCCI and its

affiliates,

such as ICIC, giving BCCI and its head, Agha Hasan Abedi, the right

to manage

those assets, and a power of attorney to act in the name of Sheikh

Zayed.

In 1990, when accountants and regulators in the United Kingdom found

fraud at

BCCI, the Abu Dhabi ruling family and government stepped in again,

agreeing to

formally buy the bank, assert control, guarantee its losses, replace

BCCI's head

with the head of its own BCCI affiliate, the Bank of Credit and

Commerce

Emirates (BCCE), move BCCI's operations and records from London to

Abu Dhabi,

and work on a plan to find a way to save the bank despite its having

acknowledged " mishandling " at least $2.2 billion of Abu Dhabi's

money.

By July 5, 1991, when BCCI was closed globally, the Government of

Abu Dhabi, its

ruling family, and an investment company holding the assets of the

ruling

family, were the controlling, and official " majority " shareholders of

BCCI—owning 77 percent of the bank. But since the remaining 23

percent was

actually held by nominees and by BCCI's alter-ego ICIC, Abu Dhabi

was in fact BCCI's sole owner.

After July 5, 1991, it was in Abu Dhabi that most of BCCI's top

officials

remained, where they remain under the control of the Abu Dhabi

government, under

conditions said to be luxurious, which the Abu Dhabi government

refuses to

discuss. While there, they have remained incommunicado, and out of

the reach of

foreign investigators, unwilling, or unable, to tell the world what

happened.

In short, there is no question that the relationship between Abu

Dhabi and BCCI

was central to both, and that no adequate understanding of BCCI is

possible

without an understanding of the Abu Dhabi relationship. Yet

according to the

testimony presented to the Subcommittee by Abu Dhabi, that

relationship was one

that boiled down to little more than victim (Abu Dhabi) and criminal

(Abedi and

BCCI). In essence, according to Abu Dhabi, BCCI abused Abu Dhabi's

trust by

stealing deposits and mismanaging a bank it owned, making Abu Dhabi

by its own

account BCCI's largest victim, losing what it describes as some $6

billion in all.

Thus, by Abu Dhabi's account, it never knew that most or all of

BCCI's

shareholders were front-men or nominees for BCCI, including the

heads of state

of several of the smaller sheikhdoms of the United Arab Emirates of

which Sheikh

Zayed is president, sheikhs who are generally understood to treat

Sheikh Zayed

with great deference. It never knew that such prominent shareholders

as Kamal

Adham and A.R. Khalil, two successive heads of Saudi intelligence,

were also

nominees for the bank, along with such well-known Middle Eastern

financial

figures as Faisal Fulaij of Kuwait and Ghaith Pharaon of Saudi

Arabia. Unlike

these other figures, who were part of BCCI's deceptions, and who by

Abu Dhabi's

account participated in BCCI's schemes to deceive Abu Dhabi, Abu

Dhabi contends

it was innocent of wrongdoing, and utterly duped.(2) To quote the

testimony of

Abu Dhabi's witness before the Subcommittee, Ahmed Al Sayegh:

We didn't know anything about the bank [bCCI] because of our passive

role in the

past [prior to taking control in April 1990].(3)

However, unlike any other shareholder, officer, attorney, agent or

depositor of

BCCI, Abu Dhabi has been in the position, since April, 1990, of

having total

control over BCCI's records. At least eighteen of its key officers,

who have

remained held incommunicado and under house arrest in Abu Dhabi

since BCCI's

collapse. During that period, Abu Dhabi has chosen not to make any

of these

witnesses available to U.S. law enforcement. While it did,

temporarily, make

some key documents available to the Federal Reserve concerning the

involvement

of non-Abu Dhabi figures in BCCI's wrongdoing prior to BCCI's

closure, it has at

all times prevented federal investigators from having free access to

BCCI's

records, and all access to those records has been ended since July

5, 1991.

Thus, Abu Dhabi has remained throughout the past fourteen months in

the position

of being able either to prove its assertions, or risk disproving

them, through

the simple act of granting access to the critical BCCI information

it alone

controls, in witnesses and documents. Yet it has chosen not to do

so. In the

process, Abu Dhabi has made, and broken, repeated commitments to

provide both

witnesses and documents to the Justice Department, the New York

District

Attorney, and the Senate, going as far back as November, 1990, and

continuing to the present.

Given Abu Dhabi's suppression of critical information about its role

in BCCI,

its contention that it is innocent of all wrongdoing in connection

with BCCI,

would, on this basis alone, inevitably be viewed with some

skepticism.

But despite Abu Dhabi's withholding of essential witnesses and

documents, BCCI

financial records obtained to date by investigators, together with

testimony and

statements from BCCI insiders, outline a picture of the relationship

which

suggests that Abu Dhabi officials were indeed knowing participants in

substantial wrongdoing pertaining to BCCI's activities in the United

States and

elsewhere, that members of the Abu Dhabi ruling family participated

in risk-free

investments in BCCI banks, and that Abu Dhabi officials engaged, as

of April,

1990 on some issues and on others much earlier, in a cover-up of

fraudulent

activity involving BCCI, which continues, in substantial part, to

this day. "

terrorists and

funding, and continues to support Palestinian suicide bombers and

particularly

HAMAS, which President Bush calls " a terrorist organization. "

 

On July 27, 2005, the Palestinian Information Center carried a

public HAMAS

statement thanking the UAE for it's " unstinting support. " The

statement said:

" We highly appreciate his highness Sheikh Khalifa Bin Zayed Bin

Sultan Al-Nahyan

(UAE president) in particular and the UAE people and government in

general for

their limitless support…that contributed more to consolidating our

people's

resoluteness in the face of the Israeli occupation " .

The HAMAS statement continued: " the sisterly UAE had… never

hesitated in

providing aid for our Mujahid people pertaining to rebuilding their

houses

demolished by the IOF… The UAE also spared no effort to offer

financial and

material aids to the Palestinian charitable societies. " Indeed, as

documented

by the Intelligence and Terrorism Information Center at the Center

for Special

Studies (C.S.S), HAMAS charitable societies, " are known as integral

parts of the

HAMAS infrastructure, and are outlawed by Israel and the U.S.

The HAMAS statement included a special tribute: " One can never

forget the

generous donations of the late Sheikh Zayed Bin Sultan, " the father

of the

current UAE president. Sheikh Zayed bin Sultan al Nahayan of Abu

Dhabi, was the

first Arab leader to understand the importance of waging economic

Jihad against

the West, and was the first to use oil as a political weapon

following the Yom

Kippur War in 1973. On the eve of the 1991 Gulf War he branded the

United States " our number two enemy " after Israel.

The multi-billionaire Sheikh Zayed, was an early patron of the PLO,

and from the

1970's until his death in 2004, contributed millions of dollars to

the terror agenda of the PLO, HAMAS and Islamic Jihad.

Human Appeal International, a UAE government-operated " charitable "

organization,

whose board includes the UAE president, funds HAMAS as well as other

Palestinian

organizations, " martyrs, " Palestinian terrorists in Israeli prisons

and their

families. The HAI's modus operandi is to transfer money to the

Palestinian Red

Crescent Organization whose West Bank and Gaza branches are operated

by HAMAS.

They, in turn, distribute the money to HAMAS " charities. "

For example, according to the Orient Research Center in Toronto,

Canada, the UAE

" compensation " plan for the Palestinian intifada in 2001 included

$3,000 for

every Palestinian shaheed, $2,000 for his family, $1,500 for those

detained by

Israel, $1,200 for each orphan. In addition, families of those

terrorists whose homes Israel demolished each received $10,000.

Also in 2001, in support of the martyr's families in the Palestinian

intifada,

two telethons were organized in the UAE. " We Are All Palestinians "

raised 135

million dirham, or $36.8 million, and " For Your Sake Palestine "

raised 350 million dirham, or $95.3 million.

According to a detailed report on March 25, 2005, in the Palestinian

daily Al

Hayat al-Jadeeda, the UAE Friends Society transferred $475,000,

through the UAE

Red Crescent, to West Bank " charitable " organizations in Hebron,

Jenin, Nablus

and Tulkarem to distribute to the families of " martyrs, " orphans,

imprisoned Palestinians and others.

The Palestinian newspaper Al-Ayyam reported on March 22, 2005, that

in 2004 the

UAE Red Crescent donated $2 million to HAMAS " charities " to be

distributed to 3,158 terrorists' orphans.

On February 15, 2005, the HAMAS website reported on funds

transferred from HAI

to two HAMAS front organizations in the West Bank, IQRA and Rifdah,

which Israel

had outlawed. And last July, Osama Zaki Muhammad Bashiti of Khan

Younis in Gaza

was arrested as he returned from the UAE, for often transferring

funds of as

much as $200,000 at a time to the Gaza HAMAS branch. The suicide

bombing and

attacks, including one mortar attack on Gush Katif, caused the death

of 44 Israeli civilians and dozens of injuries.

The UAE support of HAMAS is in line with the agenda promoted by the

late Sheikh

Zayed. His Zayed Center for International Coordination and Followup,

founded in

1999 as the official Arab League think-tank, was shuttered under

international

pressure in 2003. It championed Holocaust deniers like Thierry

Meyssan and Roger

Garaudy and provided a platform for anti-Western, anti-Christian and

anti-Jewish

extremists like Saudi economist Dr. Yussuf Abdallah Al Zamel, who

blamed the war

in Iraq on " radical Zionist and right-wing Christian " influence.

Although UAE foreign Minister Sheikh Abdullah bin Zayed al-Nahayan

stated that

the Emirates have been and remain a " strong ally of the U.S. in

combating

terrorism, " its continuing support of HAMAS and other Islamist

organizations

contradict his statement. This legitimately raises concerns about

trusting U.S.

(CBS) A high-ranking al Qaeda detainee told investigators the

intended target of United Airlines Flight 93, which crashed into a

Pennsylvania field on Sept. 11, was the White House.

Government sources said Abu Zubaydah, now in U.S. custody, is

believed to be the source of the information. He is being

interrogated by U.S. officials at an undisclosed location.

Investigators have linked Zubaydah directly to hijackers on board

Flight 93.

United Flight 93 took off from Newark, N.J., and crashed in Somerset

County, Pa.. A recorder on the plane and calls made to people on the

ground indicate passengers fought for control with the hijackers

before it went down.

The San Francisco-bound jet had turned toward Washington and U.S.

fighter jets were flying to intercept it when it crashed. All 44

people aboard were killed….

Abu Zubaydah is believed to

have played a key role in organizing the Sept. 11 attacks, officials

said. As al Qaeda's top operational planner, he ran the Khalden camp

in Afghanistan, where U.S. investigators have learned many of the

Sept. 11 hijackers trained. This suggests Abu Zubaydah may have had

direct contact with the hijackers and chosen them for training.

He also had telephone contacts with at least one Arab student at

U.S. flight schools, according to a July 10, 2001, memo from a

Phoenix FBI agent.

The CIA, FBI and Pakistani authorities captured and wounded Abu

Zubaydah in a raid by in Faisalabad, Pakistan, in March. He is

believed to have masterminded the failed millennium bombing plots in

Los Angeles and Jordan, and has been linked to failed plots on the

U.S. embassies in Paris and Sarajevo.

Abu Zubaydah was also indirectly linked, through a web of

associations with other al Qaeda members in Europe, to lead Sept. 11

hijacker Mohammed Atta and his cell in Hamburg, Germany. Three

members of the Hamburg cell were suicide hijackers; three others are

still at large. Ziad Jarrah, believed to be the pilot-hijacker of

Flight 93, was a member of the Hamburg cell. "

the Gulf War the same gang killed the Speaker of the Egyptian

Sheik Rahman, the blind sheik who allegedly led that gang in Jersey

City, New Jersey had a son who was found with bin Laden's gang in

" Iraq has the motivation

and the means

to actively support the

Islamist networks of the region*** In the past, there have been

intelligence reports of possible cooperation between Iraq and Osama

bin Laden. Iraq has already tried to assassinate President Bush

Senior

in 1993, when he visited Kuwait as a private citizen. In the attack

on

the USS Cole in Aden (in) October (of 2000), there could have been an

Iraqi connection. Iraq has excellent relations with the anti-Western

Yemeni Islamists of the Army of Aden-Abyan, whose militants have been

arrested by the Yemenite authorities in connection with the attack.

Such an attack required long preparations, technical and military

skills and good operational intelligence. In addition, the explosive

used in the attack was sophisticated, a " shaped charge " like a

torpedo

or a missile, a device not in use by terrorist organizations, and

which may have come from a military stockpile. "

reported

that Israeli intelligence believes Iraq was a sponsor of the attacks

on the United States last week. Foreign Report, published by Jane's

Information Group, said on its website on Thursday that officers in

Israeli military intelligence believed two of the world's " foremost

terrorist masterminds " had led the attacks. The journal named them as

Imad Moughniyeh of Lebanon, a man it said was head of special

overseas

operations for Hizbollah, and Egyptian Ayman Al Zawahri, a senior

member of prime suspect Osama bin Laden's Al-Qaeda group. " The

Iraqis,

who for several years paid smaller groups to do their dirty work,

were

quick to discover the advantages of Al-Qaeda, " Foreign Report said.

" We believe that the operational brains behind the New York attack

were Moughniyeh and Zawahri, who were probably financed and got some

logistical support from the Iraqi Intelligence Service (SSO), " an

Israeli intelligence source told Foreign Report. Foreign Report

quoted the Israeli sources as saying that Iraqi intelligence officers

had been shuttling between Baghdad and Afghanistan, meeting Zawahri,

for the past two years. According to the sources, the Pakistanis

captured one of the Iraqi intelligence officers last October near the

border with Afghanistan. " The Iraqis are also reported to have

established strong ties with Imad Moughniyeh, " the report said. It

quoted unconfirmed reports in Beirut as saying that Moughniyeh had

undergone plastic surgery and was unrecognisable. The report quoted

one Israeli intelligence source as saying Israeli military

intelligence had warned Israel's allies six weeks ago that an

" unprecedented, massive terror attack was expected. " Moughniyeh, a

member of Lebanon's Shi'ite Muslim Hizbollah movement, was behind a

wave of anti-American attacks in Lebanon in the 1980s, including the

truck bombing of a barracks in Beirut in 1983 that killed 241 U.S.

Marines and sailors. He led a network of kidnappers who held dozens

of

American and other Western hostages in Lebanon for some seven years.

Zawahri was indicted in New York in 1999 in connection with the

bombing of the U.S. embassies in Tanzania and Kenya on August 7,

1998.

We saw Dan Rather seemingly freak out and have a seemingly near

nervous breakdown about September 11th, on the David Letterman Show

on September 17th, 2001, followed on September 18th, 2001 by the

sending of anthrax by Saddam Hussein, perhaps to shut Dan Rather's

mouth about what he might have known about such things? Who can say?

" Dead Men Tell No Tales " , as the saying goes, and Rather was

certainly coming up with some bizarre quotes in his coverage of the

November 2nd, 2004 election on CBS. Was he freaking out again?

His voice seemed to quake as he spoke about September 11th.

CBS News is acknowledging that anchorman Dan Rather had help in

getting his

exclusive interview with Saddam Hussein from none other than Ramsey

Clark, the

onetime U.S. attorney general who has since been on the outer fringe

of the

American left. Clark, who bitterly opposed the Gulf War in 1991, has

since

accused the United States of war crimes in that conflict.... He

visited with

Saddam Hussein over the weekend, as he has done several times before,

and,

according to CBS News, put in a good word for Rather, whom he has

On September 18th, 2001 the first of the anthrax letters was mailed.

There are

those who speculate that the real target of the anthrax attacks was

Dan Rather,

who was perhaps a " man who knew too much " , about too many

things

from the

Kennedy assassination in 1963 to Saddam Hussein, to Afghanistan, and

who

knows what else. Did Saddam Hussein see a tape of Dan Rather's

seeming nervous breakdown about 9/11 on September 17th, 2001 on

David Letterman's show and

decide to order the anthrax attack on Dan Rather to close Dan

Rather's mouth

forever? We do not know. We have no forged or fabricated documents to

back up such a theory. But the theory is out there.

American investigators probing anthrax outbreaks in Florida and New

York believe they have all the hallmarks of a terrorist attack - and

have named Iraq as prime suspect as the source of the deadly

spores.Their inquiries are adding to what US hawks say is a growing

mass of evidence that Saddam Hussein was involved *** with the 11

September hijackers....Leading US intelligence

sources, involved with both the CIA and the Defence Department, told

The Observer that the `giveaway' which suggests a state sponsor for

the anthrax cases is that the victims in Florida were afflicted with

the airborne form of the disease. `Making anthrax, on its own, isn't

so difficult,' one senior US intelligence source said. `But it only

begins to become effective as a biological weapon if they can be made

the right size to breathe in. If you can't get airborne infectivity,

you can't use it as a weapon. That is extremely difficult. There is

very little leeway. Most spores are either too big to be suspended in

air, or too small to lodge on the lining of the lungs.' ***In liquid

form, anthrax

is

useless - droplets would fall to the ground, rather than staying

suspended in the air to be breathed by victims. Making powder needs

repeated washings in huge centrifuges, followed by intensive drying,

which requires sealed environments. The technology would cost

millions. US intelligence believes Iraq has the technology and

supplies of anthrax suitable for terrorist use. `They aren't making

this stuff in caves in Afghanistan,' the CIA source said. `This is

prima facie evidence of the involvement of a state intelligence

agency. Maybe Iran has the capability. But it doesn't look likely

politically. That leaves Iraq.' Scientists investigating the attacks

say the bacteria used is similar to the `Ames strain' of anthrax

originally cultivated at Iowa State University in the 1950s and later

given to labs throughout the world, including Iraq. According to

sources in the Bush administration, investigators are talking to

Egyptian authorities who say members of the al-Qaida network,

detained

and interrogated in Cairo, had obtained phials of anthrax in the

Czech

Republic. Last autumn Mohamed Atta is said by US intelligence

officials to have met in Prague an agent from Iraqi intelligence

called Ahmed Samir al-Ahani, a former consul later expelled by the

Czechs for activities not compatible with his diplomatic mission.The

Czechs are also examining the possibility that Atta met a former

director of Saddam's external secret services, Farouk Hijazi, at a

second meeting in the spring. Hijazi is known to have met Bin Laden.

weapons inspector,

pointed Monday to a possible Iraq connection to the recent anthrax

mailings, saying he did not believe

terrorist groups could have made the deadly bacteria. *** " What

all is whether it came from a country supporting these terrorists as

a

matter of policy, such as Iraq, which we know has made this

stuff, "

Butler said. " And there's a credible report, ***, that they may

indeed

have given anthrax to exactly the group that did the World Trade

Center. " Mohamed Atta-one of the suspected suicide hijackers-had

two

meetings with Iraqi intelligence officers in Prague, Czech Republic,

U.S. and Czech officials told CNN.*** Butler *** said Egyptian

authorities believe that Iraq could have handed some anthrax over to

one of the suspected terrorists in the September 11 attacks.

" It's

possible that many months ago anthrax, a small quantity of it, was

handed over in Prague to Mohamed Atta ... and the person who handed

over in Prague was an Iraqi, " Butler said. " If that proves

to be

true,

there's a connection. ***Butler, however, did mention something that

would worry him-an outbreak of smallpox, perhaps caused by a

terrorist

act. " I'd be much more concerned about smallpox because it's

said. " And there is reason to think that Iraq, for example, and

were in the past attempting to bring back smallpox for use as a
