St. Jude's Children's Research Hospital is embarking on participating in some phase of vaccine production and/or testing. FYI: 10 USC 980. "Despite the recent allowance for limited emergency research, legal interpretation of 10 USC 980 stipulates that Institutional Review Boards (IRB) must determine, in cases where surrogate consent must be obtained (e.g., unconscious persons, children, mentally ill, trauma patients), that the research is intended to give direct benefit to subjects. has disallowed the use of surrogate consent for those trials that involve a placebo or standard-of-care arm, where participants do not receive any direct benefit." A news report in the Cincinnati NKY says that an experimental vaccine--that may or may not prove to be of use against a bird flu pandemic--is being tested at Cincinnati Children's Hospital Medical Center (one of four sites in the US) on 60 healthy older adults and 60 healthy children.
