After all, these agencies have a divided mandate -- ensuring safety, sure, but equally important is promoting the economic growth of "their" industry. In the case of beef, the U.S. Department of Agriculture is supposed to keep chops and burgers safe while also encouraging Americans to chow down and promoting U.S. beef to global markets.
