James A Duke recommends it in his book the green pharmacy. 2 tbsp to a cup brings on periods (i know from past experience) Dill seed also increases milk in lactating mothers and is used for infant colic so it would not hurt her breastfeeding. I would have her try less than 2 tb to see if it works first though - since 2 tb is a hefty dose, but sometimes needing to bring on bleeding. It needs to be a tea, not eaten ground up.
