They use pesticides regularly and heavily, and I believe that malathion has been the pesticide of choice in the past. I would not use any oleander plants from Walmart with out letting them have ample opportunity to grow and pass the pesticides and artificial fertilizers out - and by that I mean a minimum of weeks of regular watering with pure water, including thorough washing of the leaves. After a minimum of a few weeks, you might then make a test batch and see if it causes any tingling or burning on your lips. And of course do the skin tests.
