Follow up telephone conversation and confirmation with Jennifer Cowen of Congressman Ed Royce's office March 31, 2003 : Stated that this report was forwarded to their special investigative contacts in Washington DC for a full scale investigation. She stated that their contacts have six weeks in which to investigate and inform. (This would obviously be time approximate) Statement: I have been in great admiration of Congressman Royce's various career accomplishments with crime issues inclusive of stalking laws. Quote: "As a California state senator Royce began his fight for victims' rights, during which time he authored the nation's first "anti-stalker" law. Versions of his bill have been adopted in all 50 states. He was also the legislative author and campaign co-chairman of California's Proposition 115, the Crime Victims/ Speedy Trial Initiative, approved by the voters in 1990". Unquote.
